कल देर रात सरकार ने अभियोजन की परमिशन दे दी है।
रुद्रपुर। एनएच 74 घोटाले में मुख्य आरोपी डीपी सिंह और भगत सिंह फोनिया के खिलाफ बुधवार देर शाम शासन ने पत्र जारी करते हुए चार्जशीट दाखिल करने की अनुमति दे दी है। अब एसआइटी दोनों निलंबित पीसीएस अधिकारियों के खिलाफ कोर्ट में चार्जशीट पेश कर आगे की कार्रवाई शुरू कर सकती है।
गौरतलब है कि सरकारी अधिकारियों के खिलाफ चार्जशीट दाखिल करने से पहले सरकार की परमिशन कोर्ट में देनी होती है जिसके बाद आरोपियों के खिलाफ आगे की कार्रवाई की जाती है। एसएसपी सदानंद दाते ने बताया गया कि कल देर रात सरकार ने अभियोजन की परमिशन दे दी है। हालांकि, अभीतक एसआइटी को पत्र नहीं मिला है। जैसे ही शासन की अनुमति का लेटर मिलता है वैसे ही दोनों आरोपियों के खिलाफ कोर्ट में चार्जशीट
दाखिल की जाएगी।
क्या है एनएच-74 घोटाला?
एनएच-74 उत्तराखंड के कुमाऊं क्षेत्र को पश्चिमी यूपी से जोड़ता है। आरोप ये है कि हाई-वे के चौड़ीकरण के लिये जिस जमीन का अधिग्रहण किया गया था, उसमें ही 500 करोड़ से ज्यादा का घोटाला हुआ है। जांच में पाया गया कि कृषि भूमि को बैक डेट में गैर कृषि दिखाया गया और फिर इसका मुआवजा कई गुना बढ़ा दिया गया।

अबतक मामले में 3 अफसरों को मिलाकर कुल 14 गिरफ्तारियां हो चुकी हैं। पूर्व पीसीएस अधिकारी एनएस नगन्याल अंडर ग्राउंड है। इसके साथ बाकी तीन पीसीएस अधिकारी भी रडार पर हैं। पूर्व पीसीएस डीपी सिंह घोटाले का मुख्य आरोपी है। उन पर कई मामलों में 143 कर करोड़ों रुपये का मुआवजा बांटने का आरोप है। पूर्व एसएलओ और रुद्रपुर के पूर्व एसडीएम अनिल शुक्ला पर बाजपुर तहसील में चकबंदी प्रक्रिया के बावजूद वहां की कृषि भूमि 143 कर अकृषक दिखाकर कई गुना अधिक मुआवजा बांटा गया है। पूर्व एसडीएम पर 12 ऐसे मामलों पर अत्यधिक मुआवजा देने का आरोप है।
ऐसी ख़बरें भी हैं कि घोटाले कई आरोपी विदेश भाग गए हैं। घोटाले की जांच कर रही एसआईटी ने उनके खिलाफ लुकआउट नोटिस भी जारी किया है। अब इस मामले में इंटरपोल की मदद ली जा सकती है।
कुमाऊं कमिश्नर सेंथिल पांडियन ने की शुरुआती जांच
राष्ट्रीय राजमार्ग 74 जो दिल्ली से रुद्रपुर होते हुए कुमाऊं को जोड़ता है। यहां पर हाई-वे को लेकर कार्य होना था। काम की लागत भी करोड़ो में थी। मार्च में सरकार बनने के बाद यह पहला घोटाला सामने आया जिसमें सबसे पहले तत्कालीन कुमाऊं कमिश्नर सेंथिल पांडियन ने अकेले ही जांच कर शुरुआती दौर में एनएच 74 घोटाले में 170 करोड़ का घपला पाया और मामले में एफआइआर कर दी। जांच जैसे आगे बढ़ी तो घोटाले की आंच पीसीएस अफसरों से लेकर केंद्र तक पहुंचने लगी, क्योंकि NH का कार्य केंद्र के ही पास था।
पूरे मामले पर जब जांच आगे बढ़ी तो पता चला कि सबसे पहले गजट नोटिफिकेशन के तहत कृषि भूमि को तत्कालीन एसडीएम बीएस फोनिया और मुख्य आरोपी डीपी सिंह ने पूरी प्लानिंग के साथ कई एकड़ कृषि भूमि को व्यवसायिक भूमि में 143 के तहत बदल दिया था। क्योंकि कृषि भूमि का सर्किल रेट कम होता है, ऐसे में कृषि भूमि को व्यवसायिक भूमि बनाकर इसका सर्किल रेट बढ़ा दिया गया था।
