सीसीटीवी ओर ड्रोन से केदार की होगी निगरानी
मुख्य सचिव उत्पल कुमार सिंह ने शनिवार को केदारनाथ धाम पहुँचकर केदारधाम में किए जा रहे पुनर्निर्माण कार्यो का निरीक्षण किया। मुख्य सचिव सिंह ने सरस्वती नदी पर कराये जा रहे घाट निर्माण व बाढ़ सुरक्षा कार्य, तीर्थ पुरोहितों का भवन-निर्माण कार्य, एम.आई-26 हैलिपेड के समीप किए जा रहे टू टियर बैरियर व ड्रेनेज सिस्टम व पजांब सिंध लाॅज के समीप सरस्वती नदी पर हो रहे पुल निर्माण कार्यो का मौके पर जायजा लिया। इस अवसर पर मुख्य सचिव ने कार्यदायी संस्था को पुनर्निर्माण कार्यो में तेजी लाने के निर्देश दिए। कहा कि आगामी यात्राकाल में यात्रियों को अधिक सुविधा मुहैया कराई जा सके इसके लिए पूरा प्रयास किया जाए। मुख्य सचिव भीम बली हैलीपैड से पैदल चलकर मार्ग का निरीक्षण किया। जिलाधिकारी रूद्रप्रयाग को निर्देश दिए कि गौरीकुंड से केदारनाथ तक सभी पड़ावों पर सीसीटीवी कैमरे लगाये जायं। जिससे कि निर्माण कार्यों की निगरानी की जा सके। इसके साथ ही माॅनिटरिंग के लिए ड्रोन का इंतजाम करने के लिए कहा।
1. मुख्य सचिव द्वारा केदारनाथ मंदिर के पीछे की भूमि का समतलीकरण करने एवं उसका एक पार्क के रूप में लैण्ड स्केपिंग करते हुए विकसित करने के निर्देश दिये गये। साथ ही मंदिर के पीछे समस्त मलबे एवं बोल्डरर्स को हटाने एवं उक्त भूमि को समतलीकरण उपरान्त एक पार्क के रूप में विकसित करने के भी निर्देश दिये गये, जिसमें यात्री बैठकर मंदिर के दृश्य का अवलोकन कर सकें। इस संबंध में एन.आई.एम.को कार्य करने के निर्देश दिये गये।
2. केदारनाथ मंदिर के चबूतरे/प्लेटफार्म को मा0 प्रधानमंत्री जी की अपेक्षानुसार अधिक से अधिक बढ़ाये जाने हेतु लो0नि0वि0 को निर्देशित किया गया। मुख्य सचिव ने कहा कि मा0 प्रधानमंत्री जी द्वारा अपेक्षा की गई है कि केदारनाथ मंदिर की भव्यता परिसर का और अधिक विस्तार करने से सही मायनों में सामने आयेगी। इस संबंध में मुख्य सचिव द्वारा जिलाधिकारी रुद्रप्रयाग को निर्देशित किया गया कि मंदिर के आगे एवं बांये तथा दांये यथासंभव मंदिर परिसर को विस्तृत करने हेतु आवश्यक कार्यवाही करें तथा लो0नि0वि0 को निर्देश दिये गये कि आगामी यात्रा से पूर्व मंदिर के परिसर को और अधिक भव्य बनाने हेतु आवश्यक कार्यवाही करना सुनिश्चित करें।
3. इसके अतिरिक्त केदारनाथ मंदिर को जानेवाले मुख्यमार्ग के सौन्दर्यीकरण कार्य का निरीक्षण करते हुए मुख्य सचिव द्वारा निर्देश दिये गये प्रधानमंत्री की अपेक्षानुसार इस मार्ग का निर्माण इस प्रकार किया जाए कि केदारपुरी में प्रवेश करते हुए यात्रियों को मंदिर का विराट एवं भव्य स्वरूप दिखायी दे। इस मार्ग में प्रयुक्त होने वाले पत्थर एवं अन्य सामग्री स्थानीय हो एवं स्थानीय कला से ही रास्ते का निर्माण किया जाए।
4. मुख्य सचिव द्वारा मंदाकिनी एवं सरस्वती नदियों के तट पर बननेवाली सुरक्षा दीवारों एवं घाट का भी निरीक्षण किया गया। इस संबंध में सिंचाई विभाग एवं एन.आई.एम. को निर्देशित किया गया कि निर्धारित समयान्तर्गत उक्त सुरक्षा दीवार एवं घाट बनाना सुनिश्चित करें ताकि नदी द्वारा काटी गई भूमि पुनः प्राप्त कर केदारपुरी की सुरक्षा की जा सके।
5. मुख्य सचिव द्वारा केदारनाथ धाम से स्थान भीमबली तक पैदल यात्रा मार्ग का उक्त अधिकारियों की उपस्थिति में पैदल भ्रमण किया गया। निरीक्षण के दौरान लो.नि.वि. के अधिकारियों को निर्देशित किया गया कि पैदल मार्ग का सुदृढ़ीकरण करना सुनिश्चित करें ताकि आगामी यात्रा से पूर्व घोड़े-खच्चरों हेतु स्थान रामबाड़ा से जंगलचट्टी होते हुए केदारनाथ यात्रामार्ग सर्वे करें एवं संभव होने की दशा में उक्त मार्ग का निर्माण करना भी सुनिश्चित करें।
6. मुख्य सचिव द्वारा जिलाधिकारी रुद्रप्रयाग को निर्देशित किया गया कि केदारनाथ पुर्ननिर्माण कार्यों की माॅनीटरिंग हेतु विभिन्न स्थानों पर सी0सी0टी0वी0 कैमरे स्थापित कराये जांए ताकि पुनर्निर्माण/नवर्निमाण कार्यों की प्रगति किसी भी स्थान पर बैठकर देखी जा सके।
7. मुख्य सचिव द्वारा एन.आई.एम. को निर्देशित किया गया कि केदारनाथ धाम में उरेडा के पावर प्लांट के प्रोजेक्ट को 15 दिन के अन्दर पूर्ण करना सुनिश्चित करें। इसके अतिरिक्त जिलाधिकारी रुद्रप्रयाग को निर्देशित किया गया कि विद्युत की सभी तारों को भूमिगत ;नदकमत हतवनदकद्ध करवाना सुनिश्चित करें।
इस अवसर पर जिलाधिकारी रूद्रप्रयाग मंगेश घिल्डियाल ने बताया कि सरस्वती नदी पर बाढ़ सुरक्षा व घाट का निर्माण कार्य, आदि गुरू शंकराचार्य की समाधि व संग्रहालय का निर्माण, मंदाकिनी नदी पर बाढ सुरक्षा कार् केदारनाथ धाम में मन्दिर परिसर को जानेे वाले रास्ते का चैड़ीकरण व सौन्दर्यीकरण का निर्माण कार्य किया जाएगा।
इस अवसर पर प्रमुख सचिव सिंचाई आनन्द बर्धन, सचिव आपदा प्रबंधन अमित सिंह सहित विभागीय अधिकारी उपस्थित थे।
