मुख्यमंत्री स्वरोजगार योजना के तहत 3848 लाभार्थियों को ₹33.22 करोड़ का वितरण, सीएम धामी बोले—युवा नौकरी देने वाला बने..
मुख्यमंत्री श्री पुष्कर सिंह धामी ने सोमवार को मुख्यमंत्री आवास से मुख्यमंत्री स्वरोजगार योजना के अंतर्गत 3848 लाभार्थियों के बैंक खातों में ₹33.22 करोड़ की धनराशि का ऑनलाइन वितरण किया। इस अवसर पर मुख्यमंत्री ने कहा कि राज्य सरकार का संकल्प है कि उत्तराखण्ड का युवा नौकरी खोजने वाला नहीं, बल्कि नौकरी देने वाला बने।
मुख्यमंत्री ने कहा कि मुख्यमंत्री स्वरोजगार योजना राज्य की उन प्रमुख योजनाओं में शामिल है, जिसने पलायन रोकने, रिवर्स माइग्रेशन को बढ़ावा देने और स्थानीय स्तर पर रोजगार सृजन में अहम भूमिका निभाई है। कोविड-19 के दौरान लौटे प्रवासी, युवा उद्यमी, कारीगर, हस्तशिल्पी और शिक्षित बेरोजगार इस योजना के प्रमुख लाभार्थी हैं।
उन्होंने बताया कि योजना के तहत राज्य के मूल एवं स्थायी निवासियों को विनिर्माण, सेवा और व्यापार क्षेत्र में राष्ट्रीयकृत, सहकारी और क्षेत्रीय ग्रामीण बैंकों के माध्यम से ऋण सुविधा दी जा रही है। विनिर्माण इकाइयों के लिए ₹25 लाख तक तथा सेवा एवं व्यापार इकाइयों के लिए ₹10 लाख तक की परियोजना लागत अनुमन्य है। इसके अंतर्गत 15 से 25 प्रतिशत तक मार्जिन मनी सब्सिडी प्रदान की जा रही है।
मुख्यमंत्री ने कहा कि योजना के अंतर्गत लगभग 32 हजार लाभार्थियों को जोड़ने का लक्ष्य रखा गया था, जबकि अब तक 35 हजार से अधिक लोग लाभान्वित हो चुके हैं। योजना के माध्यम से अब तक ₹1,389 करोड़ से अधिक का ऋण वितरण किया गया है, जिससे 64,966 से अधिक नए रोजगार सृजित हुए हैं। उन्होंने इसे योजना की जमीनी सफलता का प्रमाण बताया।
मुख्यमंत्री ने इस योजना को छोटे व्यापारियों और आत्मनिर्भरता की दिशा में प्रदेश के लिए एक “गेम चेंजर योजना” बताया। उन्होंने कहा कि योजना की सफलता को देखते हुए वर्ष 2025 से मुख्यमंत्री स्वरोजगार योजना 2.0 (MSY 2.0) प्रारंभ की गई है, जिसमें MSY और नैनो योजना का एकीकरण किया गया है। नई व्यवस्था में सब्सिडी की सीमा 15 प्रतिशत से बढ़ाकर 30 प्रतिशत कर दी गई है, साथ ही भौगोलिक, सामाजिक और उत्पाद बूस्टर के अंतर्गत अतिरिक्त 5 प्रतिशत सब्सिडी का भी प्रावधान किया गया है।
मुख्यमंत्री ने कहा कि लाभार्थियों को सब्सिडी की राशि डीबीटी के माध्यम से सीधे बैंक खातों में स्थानांतरित की गई है, जो सरकार की पारदर्शी, तकनीक आधारित और भ्रष्टाचार-मुक्त कार्यप्रणाली को दर्शाता है। उन्होंने कहा कि मुख्यमंत्री स्वरोजगार योजना केवल एक योजना नहीं, बल्कि आत्मनिर्भर उत्तराखण्ड की मजबूत नींव है।
इस अवसर पर मुख्यमंत्री ने योजना के लाभार्थियों से संवाद भी किया। लोहाघाट, चम्पावत के श्री कमल सिंह पार्थोली ने बताया कि उन्होंने स्मार्ट लाइब्रेरी के लिए ₹10 लाख का ऋण लिया, जिसमें वर्तमान में 130 छात्र अध्ययन कर रहे हैं। ऊधमसिंह नगर के श्री प्रदीप अग्रवाल ने गाड़ी सर्विस केंद्र, उत्तरकाशी के श्री जसपाल ने फिटनेस क्लब, पौड़ी गढ़वाल के श्री अयान मंसूरी ने रजाई-गद्दा निर्माण इकाई तथा बागेश्वर की श्रीमती चंपा देवी ने मोबाइल सेल एवं सर्विस केंद्र स्थापित कर सफलतापूर्वक रोजगार सृजन किया है।
कार्यक्रम में सचिव उद्योग श्री विनय शंकर पांडेय, महानिदेशक उद्योग एवं एमडी सिडकुल डॉ. सौरभ गहरवार सहित उद्योग विभाग के वरिष्ठ अधिकारी उपस्थित रहे।
