प्रधानमंत्री आवास योजना के तहत कमजोर आय वर्ग (ईडब्लूएस) को आवास मुहैया कराने की मुहिम अब राज्य में गति पकड़ेगी।
इस कड़ी में कैबिनेट ने उत्तराखंड आवास नीति (संशोधन) नियमावली-2020 को मंजूरी दे दी। इसमें बिल्डरों को राहत देने के साथ ही पेच भी कसे गए हैं। साथ ही आवास से जुड़े विवादों के निवारण के लिए कमेटी भी बनाई जाएगी। इसके अलावा लाभार्थी न मिलने की दशा में प्राधिकरणों से बाहर के क्षेत्रों से भी चयन की छूट दी गई है।
प्रधानमंत्री आवास योजना (शहरी) के तहत राज्य में 40 हजार व्यक्तियों को आवास देने का लक्ष्य है, लेकिन अभी तक केवल 14 हजार आवास ही स्वीकृत हो पाए हैं। इस बीच कोरोना संकट, कृषि भूमि का भूउपयोग परिवर्तित न होने समेत दूसरे कारणों से यह योजना गति नहीं पकड़ पा रही थी। इसी के दृष्टिगत आवास नीति की नियमावली में संशोधन प्रस्ताव पर कैबिनेट ने मुहर लगाई है। नियमावली में साफ किया गया है कि निजी भूमि में बनने वाली ईडब्लूएस आवासीय परियोजनाओं में निजी बिल्डरों को छूट दी गई है कि वे ईडब्लूएस आवासों के निर्माण को तय भूमि से इतर 15 फीसद विक्रय योग्य भूमि को बतौर परफामेंस गांरटी बंधक रख सकेंगे। लाभार्थियों को कब्जा प्रदान किए जाने तक इसे बंधक रखा जाएगा और इस पर आने वाला व्यय बिल्डर वहन करेंगे। अलबत्ता, सरकारी भूमि पर बनने वाली ऐसी परियोजनाओं में ईडब्लूएस आवासों की लागत की 10 फीसद राशि बैंक गारंटी के रूप में प्राधिकरण, आवास विकास परिषद अथवा नगर निकाय के पक्ष में जमा करानी अनिवार्य होगी। पूर्व में निजी व सरकारी भूमि की परियोजनाओं के मामले में 10 फीसद बैंक गारंटी अनिवार्य थी।
नियमावली के अनुसार बंधक भूमि को ईडब्लूएस आवास के लाभार्थियों के पक्ष में कब्जा, रजिस्ट्री आदि के प्रमाणित साक्ष्य उपलब्ध कराने के बाद एक माह के भीतर बंधकमुक्त किया जाएगा। सरकारी भूमि के मामलों में कार्यपूर्ति प्रमाणपत्र प्राप्त होने पर बैंक गारंटी की राशि लौटाई जाएगी। यह भी प्रविधान किया गया है कि यदि किसी निरस्त योजना में निजी बिल्डरों ने सरकारी भूमि पर निर्माण कराया है, तो इसमें उसमें कोई सरकारी अनुदान लिया है तो रेरा अधिनियम की धाराओं के तहत उससे वसूली की जाएगी। साथ ही जो निर्माण हुए होंगे, उन्हें जब्त कर लिया जाएगा।
नियमावली के मुताबिक निजी बिल्डरों द्वारा आवासों का निर्माण और विक्रय स्वयं किया जाएगा। आवास आवंटन के लिए लाभार्थियों का चयन शहरी विकास विभाग से चिह्नित लाभार्थियों की प्रमाणित सूची, जिला विकास प्राधिकरण, स्थानीय विकास प्राधिकरण, आवास विकास परिषद व नगर निकाय के सहयोग व निगरानी में पीएम आवास योजना के प्रविधानों के तहत किया जाएगा। यदि किसी कारणवश प्राधिकरणों के क्षेत्राधिकार में लाभार्थी नहीं मिलते हैं तो प्राधिकरण के क्षेत्र से बाहर से भी लाभार्थी चयनित किए जा सकते हैं।
शिकायतों के निराकरण को कमेटी:
आवासीय योजनाओं के अनुश्रवण व क्रियान्वयन में आने वाली कठिनाइयों, बिल्डरों की समस्याओं और लाभार्थियों की शिकायतों के निराकरण के लिए जिला स्तरीय विकास प्राधिकरण व स्थानीय विकास प्राधिकरण के अध्यक्ष की अध्यक्षता में समिति गठित की जाएगी। इसमें बिल्डर अथवा उसका प्रतिनिधि, संबंधित प्राधिकरण का प्रतिनिधि, तीन आवंटी व क्रेता सदस्य होंगे। इसी तरह आवास विकास परिषद में परिषद के अध्यक्ष और नगर निकायों में निदेशक शहरी विकास अथवा उसके नामित अधिकारी की अध्यक्षता में कमेटियां गठित होंगी।
एफएआर में भी दी गई राहत:
नियमावली में गु्रप हाउसिंग के तहत एफएआर (फ्लोर एरिया रेशियो) में भी राहत दी गई है। पूर्व में एफएआर का 35 फीसद ईडब्लूएस व 10 फीसद एलआइजी (भूतल व तीन तल) भवन निर्माण की अनिवार्यता थी। शेष एफएआर में एलएमआइजी, एमआइजी व एचआइजी भवन बनाए जा सकते थे। अब नए प्रविधान के तहत एफएआर के 35 फीसद में ईडब्लूएस और शेष में अन्य भवन बनाए जा सकते हैं। ईडब्लूएस में आवास की लागत की वर्तमान दर छह लाख रुपये प्रति आवास रखी गई है।
अनुदान की किस्तें भी तय:
पीएम आवास योजना के तहत ईडब्लूएस आवास के लिए लाभार्थी को केंद्र सरकार से डेढ़ लाख और राज्य सरकार से एक लाख रुपये का अनुदान मिलेगा। केंद्र सरकार से अनुदान राशि 40, 40 व 20 फीसद के हिसाब से तीन किस्तों में दी जाएगी, राज्य का अनुदान 50-50 फीसद के हिसाब से दो किस्तों में मिलेगा।
