इरोम ने चार शब्दों में लिखा लोकतंत्र का शोकगीत, ‘थैंक्स फॉर 90 वोट्स’

मानवता के इतिहास में तमाम करुण कहानियां अनकही रही गई हैं. इरोम शर्मिला का अपनी मुसलसल हार के लिए जनता को धन्यवाद देना वैसी ही एक अनकही कहानी है.

मणिपुर का मालोम बस स्टैंड. तारीख़ 2 नवंबर, 2000. एक महिला कवि बस स्टैंड पर खड़ी थी. सुरक्षाबलों का एक दस्ता पहुंचता है और दस युवाओं पर अंधाधुंध गोलियां बरसा कर उन्हें भून देता है. कवि हृदय रो पड़ता है. भारतीय संविधान में तो अपराधी या आतंकी को भी ऐसी सज़ा देने का प्रावधान नहीं है!

उस महिला कवि ने फ़ैसला किया कि वह इस काले क़ानून के ख़िलाफ़ लड़ेगी. इस तरह किसी को कैसे मारा जा सकता है? यह कौन सा क़ानून है? यह क़ानून है सशस्त्र बल (विशेषाधिकार) अधिनियम यानी आफ्सपा, जो पूर्वोत्तर के कुछ राज्यों में लागू है. यह क़ानून सुरक्षा बलों को यह अधिकार देता है कि वह किसी को शक के आधार पर गोली मार सकते हैं.

उस युवा महिला कवि का नाम है इरोम शर्मिला चानू. इरोम ने अगले दिन से इस क़ानून के ख़िलाफ़ अनशन शुरू कर दिया. यह अनशन अन्ना हज़ारे का अनशन नहीं था. उन्होंने 16 साल तक एक अनसुना अनशन किया. कोर्ट के आदेश पर उन्हें आत्महत्या की कोशिश के आरोप में पुलिस हिरासत में रखकर नाक में नली डालकर तरल भोजन दिया जाता रहा. वे अनशन करती रहीं और हारती रहीं.

दिल्ली की एक अदालत में इरोम ने पिछले साल आंख में आंसू भरकर कहा था, ‘मैं ज़िंदा रहना चाहती हूं. मैं जीना चाहती हूं. शादी करना चाहती हूं, प्रेम करना चाहती हूं, लेकिन उससे पहले यह चाहती हूं कि हमारे प्रदेश से सशस्त्र बल विशेषाधिकार अधिनियम हटा लिया जाए.’ वे 16 साल तक इस एक इच्छा के लिए लड़ती और हारती रहीं.

अंतत: इरोम ने तय किया कि वे चुनावी रास्ते से विधायिका में जाएंगी और इस क़ानून के ख़िलाफ़ लड़ेंगी. वे इस बार मणिपुर के मुख्यमंत्री के ख़िलाफ़ चुनाव लड़ीं और 90 वोट पाकर हार गईं. जिस प्रदेश की जनता के जीने के अधिकार के लिए वे 16 वर्षों तक लड़ती रहीं, उस जनता ने उनके सियासी सपने को बेरहमी से मार दिया. इरोम ने आंखों में एक सपना लेकर चुनावी अखाड़े में प्रवेश किया था और आंखों में आंसुओं का सैलाब लेकर उस अखाड़े से बाहर निकल गईं, साथ में यह कहती गईं, ‘अब इधर कभी नहीं आना है.’ उन्होंने सियासी जीवन जिए बिना उससे संन्यास की घोषणा कर दी.

अफ्स्पा को लेकर 16 वर्षों तक अनशन करने वाली इरोम शर्मिला वैसे ही हार गई हैं, जैसे मणिपुर में मनोरमा हार गई थी, जैसे मनोरमा कांड में न्याय पाने के लिए नग्न होकर प्रदर्शन करने वाली महिलाएं हार गई थीं, जैसे बस्तर में मड़कम हिड़मे और सुखमती हार गई. इस हार के बदले आज इरोम ने फेसबुक पर लिखा, थैंक्स फॉर 90 वोट्स.

इरोम 16 साल से लड़ रही हैं और बार-बार हार रही हैं. वे कह रही थीं कि सेना को वह अधिकार न दिया जाए, जिसके तहत वह किसी को शक के आधार पर गोली मार देने का अधिकार रखती है.

वे चाहती हैं कि सेना को इतना अधिकार न हो कि वह किसी मनोरमा का बलात्कार कर दे या चौराहे पर खड़े किन्हीं युवाओं को बिना कारण गोलियां बरसा कर भून दे, या किसी 12 साल के बच्चे को पेशेवर आतंकी घोषित करके उसकी मां के सामने उसका ‘एनकाउंटर’ कर दे.

जिस तरह चुनाव में नोटबंदी में मरे क़रीब 150 लोग कोई मुद्दा नहीं थे, जिस तरह उत्तर प्रदेश में कुपोषित आधी महिलाएं कोई मुद्दा नहीं थीं, जिस तरह डायरिया या इनसेफलाइटिस से मरने वाले लाखों बच्चे कोई मुद्दा नहीं होते, उसी तरह इरोम का 16 साल तक संघर्ष करके अपना जीवन दे देना कोई मुद्दा नहीं रहा.

जिस लोकतंत्र में अमरमणि त्रिपाठी के बेटे अमनमणि त्रिपाठी पत्नी की हत्या के केस में जेल में बंद रहकर चुनाव जीत जाते हों, माफ़िया मुख़्तार अंसारी जेल में रहकर चुनाव जीत जाते हों, बाहुबली सुशील कुमार, रघुराज प्रताप सिंह और विजय मिश्र आदि चुनाव जीत जाते हों, वहां पर हत्याओं के विरोध में ज़िंदगी खपा देने वाली इरोम की हार तो जैसे पहले से ही तय थी. तमाम बाहुबलियों को भारी बहुमत से जिता देने वाली जनता ने आंसुओं से गीली आंखों वाला, नाक में नली डाले एक कवयित्री का चेहरा पसंद नहीं किया.

इरोम ने 16 साल बाद अपना अनशन तोड़ा था और चुनावी राजनीति में उतरकर बदलाव लाने का फ़ैसला किया था. उन्होंने ‘पीपुल्स रिइंसर्जेंस एंड जस्टिस अलाएंस’ नाम की पार्टी बनाकर चुनाव लड़ा, लेकिन मणिपुर के मतदाताओं ने इरोम को नोटा का विकल्प समझना भी मुनासिब नहीं समझा. उन्हें मात्र 90 वोट मिले. चुनाव परिणाम आने के बाद इरोम रोईं और राजनीति से संन्यास लेने की घोषणा कर डाली.

रविवार को इरोम ने अपने फेसबुक पेज पर चार शब्द का स्टेटस लिखा, ‘Thanks for 90 Votes.’

इरोम के स्टेटस पर तमाम लोगों ने हमदर्दी भरे कमेंट किए हैं. गनीमत है कि उन्हें ट्रोल नहीं किया गया. शायर इमरान प्रतापगढ़ी ने अपने फ़ेसबुक पेज पर यह स्टेटस शेयर करते हुए लिखा, ‘इरोम शर्मिला का ये स्टेटस पढ़ रहा हूं और रोयां-रोयां कांप रहा है. कितनी हिम्मत जुटाई होगी उन उंगलियों ने Thanks for 90 Votes टाइप करने के लिए! मणिपुर के लोगों के लिए 16 साल का अनशन और तोहफे में 90 वोट! वाह रे लोकतंत्र!’

अदिति ने अपनी वॉल पर लिखा, ‘इरोम ने जनता को धन्यवाद नहीं दिया है, चार शब्दों में लोकतंत्र का शोकगीत लिखा है.’

रवि जोशी ने लिखा, ‘इरोम शर्मिला को सिर्फ़ 90 वोट मिलना ये दिखाता है कि भारत के लोगों को राजनीति में अच्छे लोगों की कोई ज़रूरत नहीं है, उसे गुंडे, बलात्कारी ही अच्छे लगते है या नोट और शराब बाटने वाले!’

अंशू राजपूत ने लिखा, ‘इरोम शर्मिला की हार से काफी लोग सदमे में हैं. इरोम को शायद 90 वोट मिले हैं. दरअसल, चुनाव का अपना डायनामिक्स होता है. जनता अपने तरीके से सोचती है. इरोम शर्मिला को छोड़िए… जिस शख्स ने 1950 में देश को इतना शानदार संविधान दिया, उस आंबेडकर को 1951-52 के लोकसभा चुनाव में बॉम्बे की जनता ने हरा दिया. आंबेडकर चौथे नंबर पर आए. और तो और, 1954 में वो भंडारा का उपचुनाव भी नहीं जीत सके. जिस राम मनोहर लोहिया के राजनीतिक दर्शन पर यूपी और बिहार में सरकारें बनती हैं उन लोहिया जी को यूपी में चंदौली के लोगों ने हरा दिया. लोहिया नेहरू जी के खिलाफ भी चुनाव हारे. आचार्य नरेंद्र देव, मोरारजी देसाई, दीनदयाल उपाध्याय, अटल बिहारी वाजपेयी- ये सबके सब हार चुके हैं. अगर इरोम शर्मिला में राजनीतिक क्षमता और योग्यता होगी तो उन्हें सियासी ताकत बनने से कोई नहीं रोक सकता है.’

एके मिश्रा ने लिखा, ‘इरोम शर्मिला का 90 वोट पाना और राजा भैया का 1,30,000 वोट पाना ही लोकतंत्र है. सलाम जनादेश!’ बाबूराम यादव का कहना था, ‘बेहद दुखद. इरोम शर्मिला के हिस्से 90 वोट, किस जनता के लिए आपने 16 साल अनशन किया?’

तरुण शेखर ने लिखा, ‘मानवाधिकार कार्यकर्ता इरोम शर्मिला को नोटा के 166 वोट से भी कम 90 वोट मिले. अच्छे काम की इससे बड़ी किरकिरी क्या होगी! मणिपुर में 16 साल से आंदोलन कर रही ईरोम ने 2016 में अनशन तोड़ा था. 16 साल तक अफ्स्पा हटाने के खिलाफ इरोम सत्याग्रह के रास्ते पर चली थीं, 44 साल की आयरन लेडी इरोम पिछले 16 साल से नेजल ट्यूब के साथ अनशन पर थीं. सत्याग्रह करने वाली शर्मिला के शरीर में अन्न जल पहुंचाने का यही अकेला तरीका था.’

गांधीवादी कार्यकर्ता हिमांशु कुमार ने लिखा, ‘इरोम शर्मिला चुनाव हार गई, सोनी सोरी चुनाव हार गई, दयामनी बारला चुनाव हार गईं, मेधा पाटकर चुनाव हार गईं. खलील जिब्रान की एक कहानी में उन्होंने लिखा है कि मैंने जंगल में रहने वाले एक फ़कीर से पूछा कि आप इस बीमार मानवता का इलाज क्यों नहीं करते. तो उस फ़कीर ने कहा कि तुम्हारी यह मानव सभ्यता उस बीमार की तरह है जो चादर ओढ़कर दर्द से कराहने का अभिनय तो करता है, पर जब कोई आकर इसका इलाज करने के लिए इसकी नब्ज देखता है तो यह चादर के नीचे से दूसरा हाथ निकाल कर अपना इलाज करने वाले की गर्दन मरोड़ कर अपने वैद्य को मार डालता है और फिर से चादर ओढ़ कर कराहने का अभिनय करने लगता है. धार्मिक, जातीय घृणा, रंगभेद और नस्लभेद से बीमार इस मानवता का इलाज करने की कोशिश करने वालों को पहले तो हम मार डालते हैं. उनके मरने के बाद हम उन्हें पूजने का नाटक करने लगते हैं.’

चुनाव हारने के बाद इरोम ने बयान दिया, ‘मैं इस राजनीतिक प्रणाली से आजिज आ चुकी हूं. मैंने सक्रिय राजनीति छोड़ने का फैसला लिया है. मैं दक्षिण भारत चली जाउंगी क्योंकि मुझे मानसिक शांति चाहिए. लेकिन मैं आफस्पा के खिलाफ अपनी लड़ाई जारी रखूंगी, जबतक वह हटा ना लिया जाए, लेकिन मैं सामाजिक कार्यकर्ता की भांति लड़ती रहूंगी.’

यानी इरोम फिर उसी अनशन की अंधी गली में लौट जाएगी, जिसमें घुप्प अंधेरा है, डरावना सन्नाटा है और इरोम अकेली है.
