ग्रामीण क्षेत्रों के विकास के लिए एक ग्राम एक सेवक की अवधारणा पर कार्य किये जाएं – सीएम पुष्कर सिंह धामी
शुक्रवार को मुख्यमंत्री पुष्कर सिंह धामी की अध्यक्षता में ग्राम्य विकास एवं पलायन आयोग की बैठक आयोजित की गई। मुख्यमंत्री ने कहा ग्रामीण क्षेत्रों से पलायन को रोकने के उद्देश्य से बने इस आयोग को नाम पलायन निवारण आयोग रखा जाए। आयोग की सिफारिशों का बेहतर तरीके से क्रियान्वयन हो सके इसके लिए मुख्यमंत्री ने अपर मुख्य सचिव आनन्द बर्द्धन की अध्यक्षता में एक कमेटी बनाने के निर्देश दिया, जिसमें आयोग के सदस्य भी होंगे। मुख्यमंत्री ने कहा कि ग्रामीण क्षेत्रों के विकास के लिए एक ग्राम एक सेवक की अवधारणा पर कार्य किये जाएं। उन्होंने कहा कि उत्तराखण्ड के समग्र विकास के लिए राज्य सरकार अनेक जन कल्याणकारी योजनाओं पर कार्य कर रही है। राज्य के विकास से संबंधित नये विषयों को आगे बढ़ाया जा रहा है। 2025 में उत्तराखण्ड राज्य स्थापना की रजत जयंती मनायेगा। ग्राम्य विकास एवं पलायन आयोग तब तक किस-किस क्षेत्र में अपना महत्वपूर्ण योगदान दे सकता है, उन क्षेत्रों में कार्ययोजना के साथ ही कार्य एवं उपलब्धि धरातल पर दिखे, इस दिशा में विशेष ध्यान दिया जाए। किसी भी बैठक का आउटपुट आना चाहिए।
मुख्यमंत्री ने कहा कि पलायन आयोग द्वारा अपनी रिपोर्ट के माध्यम से जो सुझाव दिये जा रहे हैं, उन सुझावों को अमल में लाने के लिए संबंधित विभागों द्वारा ठोस कार्ययोजनाएं बनाई जाए। जनकल्याणकारी योजनाओं का लोगों को अधिक से अधिक लाभ मिले, इसके लिए प्रक्रियाओं के सरलीकरण पर विशेष ध्यान दिया जाए। मुख्यमंत्री ने कहा कि ग्रामीण क्षेत्रों से पलायन को रोकने के लिए गांवों पर केन्द्रित योजनाओं पर विशेष ध्यान दिया जाए। उन्होंने कहा कि यह सुनिश्चित किया जाए कि ग्रामीण क्षेत्रों में आजीविका के संसाधन बढ़ाने एवं अवस्थापना विकास से संबंधित केन्द्र एवं राज्य सरकार की योजनाओं का आम जन को पूरा लाभ मिले। प्रधानमंत्री श्री नरेन्द्र मोदी के मार्गदर्शन में राज्य में सड़क, रेल कनेक्टिविटी के साथ अवस्थापना विकास के क्षेत्र में तेजी से कार्य हो रहे है। उन्होंने कहा कि राज्य में ग्राम्य विकास एवं पलायन आयोग को अपने उद्देश्यों और लक्ष्यों को पूरा करने के लिए सीमित दायरा न हो। अधिकांश लोगों को आजीविका से कैसे जोड़ा जा सकता है, इस दिशा में विशेष ध्यान दिया जाए।
ग्राम्य विकास एवं पलायन आयोग के उपाध्यक्ष डॉ. एस.एस. नेगी ने कहा कि ग्राम्य विकास एवं पलायन आयोग द्वारा राज्य सरकार को 18 रिपोर्ट प्रस्तुत की जा चुकी हैं। उन्होंने कहा कि काफी लोगों का रूझान रिवर्स माइग्रेशन की दिशा में बढ़ा है। इस अवसर पर ग्राम्य विकास एवं पलायन आयोग के सदस्यों ने भी राज्य के समग्र विकास के लिए किन क्षेत्रों में अधिक ध्यान देने की जरूरत है, अपने सुझाव दिये।
इस अवसर पर अपर मुख्य सचिव राधा रतूड़ी, आनन्द बर्द्धन, सचिव शैलेश बगोली, विशेष सचिव डॉ. पराग मुधुकर धकाते, अपर सचिव आनन्द स्वरूप, सदस्य ग्राम्य विकास एवं पलायन आयोग अनिल शाही, रंजना रावत, सुरेश सुयाल, दिनेश रावत एवं राम प्रकाश पैन्यूली उपस्थित रहे।
