सीएम धामी का निर्देश—सभी जेलों में ‘एक जेल–एक प्रोडक्ट’ मॉडल लागू किया जाए..
मुख्यमंत्री पुष्कर सिंह धामी ने गुरुवार को सचिवालय में आयोजित जेल विकास बोर्ड की बैठक में राज्य की जेलों के सर्वांगीण विकास और आधुनिकीकरण के लिए महत्वपूर्ण निर्देश जारी किए। उन्होंने अधिकारियों से कहा कि प्रदेश की सभी जेलों में ‘एक जेल–एक प्रोडक्ट’ मॉडल को प्रभावी रूप से लागू किया जाए, ताकि हर कारागार किसी एक विशेष उत्पाद या गतिविधि के उत्पादन और प्रशिक्षण का केंद्र बन सके।
मुख्यमंत्री ने जेलों में निरूद्ध बंदियों के कौशल विकास को प्राथमिकता देने की बात कहते हुए निर्देश दिया कि कारागारों में नियमित रूप से प्रशिक्षण कार्यक्रम आयोजित किए जाएं। उन्होंने यह भी कहा कि आईटीआई के माध्यम से विभिन्न ट्रेड के प्रशिक्षण की व्यवस्था जेल परिसरों में विकसित की जाए, जिससे बंदियों को रिहाई के बाद आजीविका के बेहतर अवसर मिल सकें।
उन्होंने अधिकारियों को निर्देशित किया कि जेलों के विकास के लिए राज्य का अपना अलग मॉडल तैयार किया जाए, जो आधुनिक, आत्मनिर्भर और पुनर्वास-केंद्रित हो। उन्होंने यह भी कहा कि जेलों में तैयार होने वाले उत्पादों का सरकारी कार्यालयों में अधिकतम उपयोग सुनिश्चित किया जाए।
मुख्यमंत्री धामी ने यह भी निर्देश दिया कि जेलों में भोजन व्यवस्था की समय-समय पर समीक्षा की जाए, ताकि गुणवत्ता और स्वच्छता सुनिश्चित हो सके।
बैठक में यह निर्णय लिया गया कि केन्द्रीय कारागार सितारगंज, जिला कारागार अल्मोड़ा, पौड़ी, टिहरी, तथा उप कारागार हल्द्वानी और रुड़की में लॉन्ड्री मशीन की स्थापना की जाएगी। देहरादून और हरिद्वार जेलों में स्थापित लॉन्ड्री मशीनों से अच्छे परिणाम प्राप्त हुए हैं, जिसे देखते हुए इनका विस्तार किया जा रहा है।
मुख्यमंत्री ने सभी कारागारों में चिकित्सकों की पर्याप्त उपलब्धता सुनिश्चित करने के भी निर्देश दिए।
बैठक में प्रदेश की खुली जेल, सितारगंज में कच्ची घानी सरसों तेल संयंत्र स्थापित करने पर सहमति बनी। इसके साथ ही सितारगंज और हरिद्वार जेल में मशरूम फार्मिंग शुरू करने की अनुमति भी प्रदान की गई।
बैठक में जानकारी दी गई कि जिला कारागार हरिद्वार, अल्मोड़ा, केंद्रीय कारागार सितारगंज और उपकारागार हल्द्वानी में स्थापित बेकरी यूनिट से अब तक लगभग 12 लाख रुपये की आय अर्जित हुई है। इसके अतिरिक्त, सितारगंज खुली जेल में स्थापित गौशाला से 10 लाख रुपये की आय हुई है, जिससे आत्मनिर्भर जेल मॉडल की दिशा में राज्य के प्रयासों की सफलता स्पष्ट होती है।
इस बैठक में प्रमुख सचिव आर.के. सुधांशु, सचिव गृह शैलेश बगोली, अपर पुलिस महानिदेशक (कारागार) अभिनव कुमार, सचिव सी. रविशंकर सहित अन्य अधिकारी मौजूद रहे।
यह बैठक प्रदेश की जेल व्यवस्थाओं को अधिक आधुनिक, स्वावलंबी और सुधारात्मक बनाने की दिशा में एक महत्वपूर्ण कदम माना जा रहा है।
