साहसिक पर्यटन पर फोकस, उत्तराखंड सरकार बनाएगी नई ट्रेकिंग नीति..
उत्तराखंड सरकार राज्य में ट्रेकिंग और पर्वतारोहण को बढ़ावा देने के लिए 15 जनवरी तक एक एकीकृत नीति तैयार करेगी। मुख्य सचिव आनंद बर्द्धन ने अधिकारियों को निजी हितधारकों से संवाद करने और नई चोटियों को खोलने पर जोर दिया। ईको टूरिज्म स्थलों को विकसित करने और ईको टूरिज्म डेवलपमेंट बोर्ड को सशक्त बनाने के निर्देश भी दिए गए। चौरासी कुटी के जीर्णोद्धार और पर्यटन प्रशिक्षण कार्यक्रम शुरू करने पर भी बल दिया गया।
उत्तराखंड में ट्रेकिंग और पर्वतारोहण को बढ़ावा देने के उद्देश्य से सरकार एकीकृत नीति बनाने जा रही है। मुख्य सचिव आनंद बर्द्धन ने सोमवार को सचिवालय में वन विभाग के अंतर्गत ईको टूरिज्म की उच्चाधिकार प्राप्त समिति की बैठक में अधिकारियों को निर्देश दिए कि 15 जनवरी तक एकीकृत नीति के प्रारूप को अंतिम रूप देकर शासन के सम्मुख प्रस्तुत किया जाए।
साथ ही निजी हितधारकों से भी संवाद करने को कहा, ताकि नीति बनने के बाद आने वाली व्यवहारिक दिक्कतों से बचा जा सके। उन्होंने ट्रेकिंग के लिए नई चोटियां खोलने की दिशा में कार्य करने पर जोर देते हुए कहा कि इसके लिए पर्यावरण आडिट सहित अन्य सभी औपचारिकताएं पूर्ण कर ली जाएं। इस संबंध में शीघ्र ही एसओपी जारी की जाएगी।
माहभर में बनेगी 10 चिह्नित स्थलों की कार्ययोजना
मुख्य सचिव ने कहा कि प्रदेश में ईको टूरिज्म की अत्यधिक संभावनाएं हैं। उन्होंने कहा कि ईको टूरिज्म की संभावनाओं को तलाशते हुए ऐसे स्थल चिहि्नत कर विकसित किए जाएं, जो ईको टूरिज्म के लिए ईको सिस्टम तैयार करें।
उन्होंने जबरखेत माडल को अन्य चिह्नित स्थलों में भी लागू करने पर जोर दिया। साथ ही कहा कि यह कार्य समय पर पूर्ण करने के लिए डीएफओ को लक्ष्य दिए जाएं कि वे किस प्रकार से अपने क्षेत्र में ईको टूरिज्म को बढ़ावा दे सकते हैं। उन्होंने 10 चिहि्नत स्थलों की कार्ययोजना माहभर में तैयार कर शासन को भेजने के निर्देश दिए।
ईको टूरिज्म डेवलपमेंट बोर्ड सशक्त होगा
वन क्षेत्रों के अंतर्गत पर्यटन गतिविधियों के संचालन के लिए बेहतर मैकेनिज्म तैयार करने पर भी मुख्य सचिव ने जोर दिया। उन्होंने कहा कि इन गतिविधियों के संचालन की जिम्मेदारी ईको टूरिज्म डेवलपमेंट बोर्ड को दी जा सकती है।
उन्होंने बोर्ड को मजबूत करने, मैन पावर बढ़ाने एवं बजट में प्रावधान किए जाने की बात भी कही। साथ ही अपर सचिव वन को बोर्ड के लिए नया हेड खोलने के निर्देश भी दिए, ताकि बोर्ड को भी ग्रांट दी जा सके। ईको टूरिज्म स्थलों का संचालन बोर्ड के माध्यम से हो, इसके लिए शीघ्र ही एमओयू किया जाएगा।
चौरासी कुटी का शीघ्र कराएं जीर्णोद्धार
राजाजी टाइगर रिजर्व के अंतर्गत चौरासी कुटी के जीर्णाेद्धार का कार्य शीघ्र पूर्ण कराने के निर्देश भी मुख्य सचिव ने दिए। कार्यदायी संस्था के लिए समय से कार्य पूर्ण करने के दृष्टिगत समयावधि तय करने को भी कहा।
मुख्य सचिव ने ईको टूरिज्म से संबंधित उच्चाधिकार प्राप्त समिति की बैठक प्रति माह आयोजित कराने, प्रदेशभर में पर्यटन के लिए फार्मल ट्रेनिंग प्रोग्राम शुरू करने व प्रशिक्षण के बाद सर्टिफिकेट प्रदान करने के निर्देश भी दिए।
उन्होंने प्रशिक्षण प्रमाणीकरण के लिए पर्यटन विभाग को जिम्मेदारी दिए जाने की बात कही। साथ ही उच्च शिक्षा विभाग से भी इसके लिए सुझाव लेने को कहा। बैठक में सचिव दीपेंद्र कुमार चौधरी, पीसीसीएफ रंजन कुमार मिश्रा, सीसीएफ ईको टूरिज्म पीके पात्रो, अपर सचिव हिमांशु खुराना उपस्थित रहे।
