सभी विश्वविद्यालय में सामान्य नियम होंगे लागू….
उत्तराखंड राज्य विश्वविद्यालय विधेयक 2020 को विधानसभा में ध्वनिमत से पास कर दिया गया है। उच्च शिक्षा राज्य मंत्री डॉ.धन सिंह रावत ने कहा कि वर्ष 1973 के बाद ऐसा पहली बार हुआ है जब विश्वविद्यालयों के लिए अलग से एक एकीकृत एक्ट लाया गया है।
विधानसभा से अंब्रेला एक्ट पास होने पर उच्च शिक्षा राज्य मंत्री डॉ.धन सिंह रावत ने मुख्यमंत्री त्रिवेंद्र सिंह रावत व प्रदेश कैबिनेट के सहयोगियों सहित विधानसभा सदस्यों का आभार जताया। उन्होंने कहा कि प्रदेश में सभी राज्य विश्वविद्यालय अपने अलग-अलग अधिनियमों से संचालित हो रहे हैं।
इस कारण विश्वविद्यालयों के संचालन में प्रशासनिक एवं शैक्षणिक व्यवस्था करने में एकरूपता नहीं आ रही थी। लिहाजा अंब्रेला एक्ट आने से अब राज्य के समस्त राज्य पोषित विश्वविद्यालयों में एक समान स्वायत्त एवं उत्तरदायी प्रशासन की स्थापना हो सकेगी।
डॉ.रावत ने बताया कि अंब्रेला एक्ट के तहत विश्वविद्यालय के कुलपति की नियुक्ति में नई व्यवस्था की गई है। अब कुलपति तीन वर्ष की अवधि या 70 वर्ष की आयु तक पद पर नियुक्ति पा सकेंगे। नए नियमों के तहत कुलपति को अधिकतम एक वर्ष का सेवा विस्तार दिया जा सकेगा।
इसके अलावा कुलपति चयन समिति में पांच सदस्य होंगे, पहले तीन सदस्यों का प्रावधन था। कुलसचिव की नियक्ति की प्रक्रिया एवं सेवा शर्तों में भी कुछ बदलाव किया गया है। यूजीसी मानकों के तहत 50 फीसदी पद विभागीय पदोन्नति से जबकि 50 फीसदी सीधी भर्ती से भरे जाएंगे। अन्य सेवा शर्तें राज्य सरकार के अनुसार होंगी। इसके अलावा विश्वविद्यालय के अन्य प्राधिकारियों के चयन एवं अन्य सेवा शर्तों का भी अंब्रेला एक्ट में उपबंध किया गया है।
70 साल से अधिक उम्र का व्यक्ति नहीं बनेगा कुलपति
विधानसभा में हेमवती नंदन बहुगुणा चिकित्सा शिक्षा विश्वविद्यालय संशोधित अधिनियम 2020 को मंजूरी दी गई। इसमें कहा गया है कि 70 वर्ष से अधिक आयु के व्यक्ति को कुलपति के रूप में नियुक्त नहीं किया जाएगा।
वहीं 70 वर्ष की आयु प्राप्त करने से पहले जो पद धारण करेगा और वह फिर से नियुक्ति के लिए पात्र नहीं होगा। इसे बुरे व्यवहार, कुप्रबंधन अयोग्यता या अन्य किसी कारण से कुलाधिपति द्वारा पारित आदेश से सुप्रीम कोर्ट एवं हाईकोर्ट के कार्यरत या रिटायर न्यायाधीश की जांच के बाद हटाया जा सकेगा।
तकनीकी विश्वविद्यालय का नाम हुआ वीर माधो सिंह भंडारी प्रौद्योगिकी विश्वविद्यालय
विधानसभा में उत्तराखंड तकनीकी विश्वविद्यालय संशोधन विधेयक 2020 को मंजूरी दी गई। इसमें कहा गया कि उत्तराखंड तकनीकी विश्वविद्यालय वीर माधो सिंह भंडारी उत्तराखंड प्रौद्योगिकी विश्वविद्यालय कहलाएगा।
