उपकरणों की क्रियाशीलता के सम्बन्ध में गलत घोषणा; किरायानामा अनुबन्ध समाप्त

निजी मेडिकल स्टोर से दवा खरीदने के लिए विवश थे आमजन; जिला प्रशासन की कार्रवाई सखते में दवा माफिया
देहरादून दिनांक 18 फरवरी 2026 विगत माह 04.12.2025 को जिलाधिकारी सविन बंसल की अध्यक्षता में आयोजित जनता दर्शन में सामुदायिक स्वास्थ्य केंद्र (सीएचसी) रायपुर स्थित प्रधानमंत्री जन औषधि केंद्र के संबंध में शिकायत प्रस्तुत की गई थी। शिकायत में जन औषधि केंद्र पर दवाओं की उपलब्धता न होने तथा केंद्र संचालक द्वारा निकट ही एक निजी मेडिकल स्टोर संचालित किए जाने का उल्लेख किया गया था।
प्राप्त शिकायत पर जिलाधिकारी के निर्देशों के क्रम में संयुक्त मजिस्ट्रेट राहुल कुमार एवं वरिष्ठ औषधि निरीक्षक द्वारा संयुक्त रूप से मौके पर जांच की गई। जांच में अनियमितताएं पाई गई, जिनमें जन औषधि केंद्र संचालक बलवीर सिंह रावत द्वारा सीएचसी परिसर के भीतर जन औषधि केंद्र एवं लगभग 25 मीटर की दूरी पर मै० रावत मेडिकोज नाम से निजी मेडिकल स्टोर का संचालन किया जाना, जिससे हितों का टकराव की स्थिति उत्पन्न होना पाया गया।
जन औषधि केंद्र में दवाओं की उपलब्धता सुनिश्चित करने हेतु पीएमबीआई के आधिकारिक सॉफ्टवेयर का उपयोग न किया जाना तथा बिलिंग कार्य मैनुअल रूप से किया जाना। दवाओं की मांग एवं आपूर्ति प्रक्रिया को नियमानुसार पोर्टल के माध्यम से संचालित न कर अनौपचारिक रूप से व्हाट्सएप के माध्यम से किया जाना। दवाओं की कमी के संबंध में नियमानुसार प्रयास न किए जाने से मरीजों को सस्ती दवाओं के स्थान पर बाहर स्थित निजी मेडिकल स्टोर से दवा खरीदने के लिए विवश होना पड़ा, जिससे निजी लाभ की स्थिति परिलक्षित हुई।
स्टॉक पंजिका एवं इन्वेंट्री का रख-रखाव व्यवस्थित न पाया जाना। लाइसेंस निर्गमन / नवीनीकरण में प्रस्तुत दस्तावेजों में विसंगतियां, जिनमें एक ही रेफ्रिजरेटर बिल का उपयोग, एसी की कार्यशील स्थिति संबंधी गलत घोषणा तथा किरायानामा की अवधि समाप्त होने के बाद अद्यतन अनुबंध अपलोड न किया जाना शामिल है। अनियमितताओं के आधार पर वरिष्ठ औषधि निरीक्षक द्वारा जनहित में बलवीर सिंह रावत को निर्गत सामुदायिक स्वास्थ्य केंद्र रायपुर स्थित प्रधानमंत्री जन औषधि केंद्र एवं निकटवर्ती मै० रावत मेडिकोज के औषधि विक्रय लाइसेंस निरस्त किए जाने की संस्तुति की गई है। जिला प्रशासन जनहित में सस्ती एवं सुलभ दवा उपलब्ध कराने के प्रति प्रतिबद्ध है तथा किसी भी प्रकार की अनियमितता पर कठोर कार्रवाई की जाएगी।
