मुख्यमंत्री ने की अधिकारियों संग चर्चा, कहा- आगंतुकों के लिए सचिवालय में गठित होगी हेल्प डेस्क
मुख्यमंत्री पुष्कर सिंह धामी ने सचिवालय में विभिन्न कार्यों के लिए आने वाले व्यक्तियों की मदद को हेल्प डेस्क गठित करने के निर्देश दिए हैं। उन्होंने कहा कि इससे आगंतुकों को अपने कार्यों के लिए इधर-उधर नहीं भटकना पड़ेगा।
मुख्यमंत्री ने निर्देश दिए कि सचिवालय की बेहतर कार्यप्रणाली के लिए अनुभाग अधिकारियों को साल में एक बार अनिवार्य रूप से प्रशिक्षण दिया जाए। अनुभाग अधिकारी कार्यों के बेहतर संपादन के लिए कोई अन्य प्रशिक्षण लेना चाहते हैं, तो उसकी भी व्यवस्था की जाए।
सचिवालय प्रदेश का दर्पण:
मंगलवार को मुख्यमंत्री पुष्कर सिंह धामी ने सचिवालय में सुराज, सुशासन, सरलीकरण एवं समाधान के संबंध में अनुभाग अधिकारियों के साथ चर्चा की। मुख्यमंत्री ने कहा कि सचिवालय प्रदेश का दर्पण है। यहीं से प्रदेश की दशा, दिशा एवं व्यवस्था का नीति निर्धारण होता है।
प्रयास किया जाए कि सचिवालय में नई कार्य संस्कृति से कार्य हों। कार्यों के सफल संचालन के लिए अनुभागों को हर संभव सहायता दी जाएगी। अनुभाग अधिकारियों को जो विभाग दिए जाते हैं, उनसे संबंधित कार्यों की बेहतर जानकारी प्राप्त करने के लिए उन्हें विभागाध्यक्ष कार्यालय में भी भेजा जाए। यह सुनिश्चित किया जाए कि सचिवालय परिसर में स्वच्छता के साथ ही शौचालयों की भी अच्छी व्यवस्था हो।
मुख्य सचिव डा एसएस संधु ने कहा कि समय-सयम पर अनुभाग अधिकारियों को फील्ड का भी भ्रमण कराया जाएगा। उन्होंने अनुभाग अधिकारियों से जनहित की दृष्टि से महत्वपूर्ण प्रकृति की फाइलों को पहले निस्तारित करने के निर्देश दिए।
अपर मुख्य सचिव राधा रतूड़ी ने कहा कि कोई भी पत्रावली परामर्शी विभागों में भेजने से पहले यह सुनिश्चित किया जाए कि उसकी नोटिंग में परामर्श बिंदु का स्पष्ट उल्लेख हो। ई-आफिस प्रणाली पर विशेष ध्यान दिया जा रहा है। बैठकों के लिए अब ई-फाइल, ई-मेल एवं वाट्स एप के माध्यम से भी अधिकारियों को सूचना दी जाएगी।
इस दौरान अनुभाग अधिकारियों ने सुझाव दिए कि जिस अधिकारी की फाइल नोटिंग में वार्ता लिखा जाता है, तो उच्च स्तर पर भी उसी अधिकारी को वार्ता पर जाना चाहिए। अपने स्थान पर दूसरे को भेजने की प्रवृत्ति समाप्त होनी चाहिए। उन्होंने फाइलों के त्वरित निस्तारण के लिए इनमें समयबद्धता सुनिश्चित किए जाने का भी सुझाव दिया।
मसूरी की पेयजल योजना समय से पहले पूरी हो: मुख्य सचिव:
वहीं मुख्य सचिव डा एसएस संधु ने मसूरी क्षेत्र की पेयजल योजना को निर्धारित समय से पहले पूरा करने के निर्देश दिए। मुख्य सचिव डा संधु ने मंगलवार को सचिवालय में मसूरी पुनर्गठन जल आपूर्ति योजना के संबंध में समीक्षा बैठक ली।
उन्होंने कहा कि गर्मियों में मसूरी क्षेत्र के निवासियों को पेयजल समस्या से जूझना पड़ता है। उन्होंने कहा कि मार्च, 2023 से पहले इस योजना को हर स्थिति में पूरा किया जाना चाहिए। समय से कार्य पूरा करने के लिए उन्होंने रात्रि के समय का उपयोग करने के निर्देश भी दिए। उन्होंने कहा कि जिलाधिकारी से संपर्क कर रात्रि में रोड क्लोजर की व्यवस्था की जाए। उन्होंने प्रत्येक कार्य के लिए साप्ताहिक लक्ष्य निर्धारित करने को कहा।
मुख्य सचिव ने कहा कि कार्य को समय से पूर्ण करने के लिए धन की कमी नहीं होने दी जाएगी। गर्मियों से पहले पेयजल आपूर्ति सुनिश्चित करने के लिए युद्ध स्तर पर कार्य करने की आवश्यकता है। उन्होंने कार्यों की प्रगति की साप्ताहिक रिपोर्ट मुख्य सचिव कार्यालय को प्रेषित करने को कहा। इस अवसर पर अपर सचिव पेयजल उदयराज सिंह सहित अन्य अधिकारी उपस्थित थे।
