महिला आरक्षण विधेयक लौटाने से राजभवन ने किया इन्कार, कहा – ‘अभी विचाराधीन है’
विधानसभा के शीतकालीन सत्र में पुष्कर सिंह धामी सरकार की ओर से पारित महत्वपूर्ण महिलाओं को 30 प्रतिशत आरक्षण विधेयक को लौटाने से राजभवन ने इन्कार किया है। यह विधेयक अभी राजभवन में ही विचाराधीन है।
विधानसभा के दो दिनी शीतकालीन सत्र में बीती 30 नवंबर को पुष्कर सिंह धामी सरकार ने प्रदेश की महिलाओं को सरकारी सेवाओं में 30 प्रतिशत आरक्षण देने के संबंध में विधेयक पारित किया था। प्रदेश में महिलाओं को 30 प्रतिशत आरक्षण देने की व्यवस्था शासनादेश के माध्यम से की गई थी, जिसे हाईकोर्ट ने निरस्त कर दिया था।
इसके बाद सरकार की ओर से उत्तराखंड लोक सेवा (महिलाओं के लिए क्षैतिज आरक्षण) विधेयक सदन में प्रस्तुत किया गया था। इस विधेयक को विपक्ष का भी समर्थन मिला और इसे सर्वसम्मति से पारित कर दिया गया।
सत्र में पारित 14 विधेयकों के साथ इसे स्वीकृति के लिए राजभवन को भेजा गया था। राजभवन ने प्रदेश में मतांतरण पर शिकंजा कसने के लिए लाए गए उत्तराखंड धर्म स्वतंत्रता (संशोधन) विधेयक को स्वीकृति मिल चुकी है। अब यह अधिनियम के रूप में कानून की शक्ल ले चुका है।
वहीं राज्य की महिलाओं को 30 प्रतिशत आरक्षण देने के शासनादेश को हाईकोर्ट की ओर से निरस्त करने के बाद इस विधेयक पर राजभवन की मुहर लगने की प्रतीक्षा की जा रही है। संपर्क करने पर राजभवन की ओर से बताया गया कि यह विधेयक सरकार को लौटाया नहीं गया है। यह राजभवन में ही विचाराधीन है।
क्या है महिला आरक्षण बिल:
उत्तराखंड लोकसेवा (महिलाओं के क्षैतिज आरक्षण) विधेयक 2022 के तहत राज्य में महिलाओं को सरकारी सेवाओं में 20 से 30 प्रतिशत क्षैतिज आरक्षण की व्यवस्था की गई थी।
यह प्रावधान उन महिलाओं के लिए किया जा रहा है। राज्य गठन के दौरान तत्कालीन सरकार ने 20 प्रतिशत क्षैतिज आरक्षण शुरू किया था। जुलाई 2006 में इसे 30 प्रतिशत कर दिया था।
