अधिकारी 100 दिनों के भीतर नेट बैंकिंग की दिशा में आगे बढ़े – मंत्री डॉ. रावत।
देहरादून : सहकारिता मंत्री डॉ. धन सिंह रावत ने कहा है कि राज्य के सभी जिला सहकारी बैंक अधिकारी अगले 100 दिनों के भीतर नेट बैंकिंग के लिए कार्य करें। यह कदम राज्य सहकारी बैंक द्वारा रिज़र्व बैंक से रियल टाइम ग्रॉस सेटलमेंट (RTGS) और नेशनल इलेक्ट्रॉनिक फ़ंड ट्रांसफ़र (NEFT) सेवाओं के सफल अधिग्रहण के परिणामस्वरूप आया है। डॉ. रावत ने परिचालन को सुव्यवस्थित करने और ग्राहकों को बेहतर सेवाएँ प्रदान करने के लिए डिजिटल बैंकिंग तकनीकों को अपनाने के महत्व पर बल दिया। उन्होंने कहा कि राज्य के सभी सहकारी बैंकों के लिए नेट बैंकिंग को एक मानक अभ्यास के रूप में अपनाना और एक सामान्य लक्ष्य की दिशा में काम करना महत्वपूर्ण है।
मंत्री डॉ रावत ने आज मंगलवार को राज्य समेकित सहकारी विकास परियोजना के सभागार में अफसरों से कहा कि वह स्वयं जुलाई माह में राज्य के 13 जिलों में सहकारिता विभाग की समीक्षा करने जाएंगे। हर दो सहकारी समिति का भौतिक निरीक्षण करेंगे। उन्होंने बताया कि दो जिलों में सचिव, दो जिलों रजिस्ट्रार ,अन्य 9 जिलों में अपर निबंधक, संयुक्त निबंधक, उप निबंधक मौजूद रहेंगे। इसकी तारीख़ जल्द घोषित की जाएगी। बहुउद्देशीय सहकारी समितियों का भौतिक निरीक्षण करने का निर्णय इन संगठनों के सामने आने वाली जमीनी हकीकत को समझने की दिशा में एक व्यावहारिक दृष्टिकोण को दर्शाता है।
डॉ. रावत ने सहकारिता क्षेत्र से जुड़े विभिन्न प्रमुख पहलुओं की व्यापक समीक्षा की। समीक्षा के दौरान फोकस के मुख्य क्षेत्रों में से एक अल्पकालिक और मध्यम अवधि के ऋणों की वसूली के साथ-साथ सहकारी अधिकारियों द्वारा ऋण वितरण था। मंत्री ने सहकारी समितियों की वित्तीय सेहत सुनिश्चित करने और उन्हें अपने सदस्यों को सेवाएं प्रदान करना जारी रखने में सक्षम बनाने के लिए ऋणों की समय पर वसूली के महत्व पर जोर दिया।
सहकारिता मंत्री डॉ. रावत ने बैठक के दौरान समीक्षा की गई एक अन्य महत्वपूर्ण पहलू प्रधानमंत्री फसल बीमा योजना के तहत कवर किए गए किसानों की संख्या थी। यह प्रमुख योजना प्राकृतिक आपदाओं के कारण फसल के नुकसान के खिलाफ किसानों को महत्वपूर्ण बीमा कवरेज प्रदान करती है, जिससे उनकी वित्तीय स्थिरता और कल्याण सुनिश्चित होता है। प्रधानमंत्री जन औषधि केंद्र और प्रधानमंत्री जन सेवा केंद्र (सीएससी) जैसी अन्य प्रमुख पहलों की प्रगति की भी समीक्षा की गई। इन योजनाओं का उद्देश्य ग्रामीण समुदायों को किफायती स्वास्थ्य सेवा और आवश्यक सेवाएं प्रदान करना है, जिससे बुनियादी सुविधाओं तक पहुंच में सुधार हो और जीवन की समग्र गुणवत्ता बढ़े।
डॉ. रावत ने माधो सिंह भंडारी संयुक्त सहकारी खेती परियोजना की स्थिति पर चर्चा की, जिसका उद्देश्य राज्य में सहकारी खेती के तरीकों को बढ़ावा देना और कृषि उत्पादकता को बढ़ाना है। उन्होंने दुनिया की सबसे बड़ी अनाज भंडारण योजना की भी समीक्षा की, जो खाद्य सुरक्षा सुनिश्चित करने और कृषि उपज की बर्बादी को कम करने में महत्वपूर्ण भूमिका निभाती है। इसके अलावा, बैठक में सहकारी समितियों द्वारा प्राप्त आयकर नोटिसों पर चर्चा की गई, जिसमें उचित वित्तीय प्रबंधन और कर नियमों के अनुपालन की आवश्यकता पर प्रकाश डाला गया। पैक्स कम्प्यूटरीकरण और समितियों की ऋण सीमा और उनकी उधार लेने की क्षमता के बीच विसंगति के मुद्दे पर भी चर्चा की गई, जिसमें ऋण प्रसंस्करण में दक्षता और पारदर्शिता में सुधार पर ध्यान केंद्रित किया गया। समीक्षा में चल रहे सदस्यता अभियान और घस्यारी कल्याण योजना पर भी चर्चा की गई, जिसका उद्देश्य पर्वतीय क्षेत्रों में साइलेज का लाभ प्रदान करना है। बैठक में उत्तराखंड में सहकारिता विभाग द्वारा कार्यान्वित की जा रही विभिन्न योजनाओं और कार्यक्रमों का व्यापक अवलोकन प्रदान किया गया, जिसमें सहकारी विकास को बढ़ावा देने और ग्रामीण समुदायों को सशक्त बनाने के लिए सरकार की प्रतिबद्धता पर प्रकाश डाला गया। समीक्षा बैठक में सचिव विनोद कुमार सुमन, रजिस्ट्रार कोऑपरेटिव आलोक कुमार पांडेय, अपर निबंधक ईरा उप्रेती, आनंद शुक्ल, संयुक्त निबंधक एमपी त्रिपाठी, एमडी यूसीएफ रामन्द्री मंद्रवाल, उप निबंधक कुमाऊँ हरीश चन्द्र खण्डूड़ी , एआर राजेश चौहान, एआर उधम सिंह नगर सुमन कुमार, एआर हरिद्वार पुष्कर सिंह पोखरिया, एआर पौड़ी पान सिंह राणा, सहित सभी जिला सहायक निबंधक, महाप्रबंधक नाबार्ड आलोक गुप्ता, पंकज यादव, कार्यक्रम प्रबन्धक डॉ मनोज शर्मा मौजूद थे तथा जिला सहकारी बैंकों के प्रशासक/ सीडीओ उत्तरकाशी जयकिशन , अभिषेक त्रिपाठी प्रशासक/ सीडीओ टिहरी, झरना कमठान प्रशासक/ सीडीओ देहरादून, मनीष कुमार प्रशासक/ सीडीओ उधमसिंह नगर, राज्य सहकारी बैंक के एमडी नीरज बेलवाल व सभी डिस्ट्रिक्ट कोऑपरेटिव बैंक के जीएम वीडियो कांफ्रेंस से जुड़े।
