उत्तराखंड में एक अप्रैल से बिजली की दरों में बढ़ोतरी हो सकती है।
उत्तराखंड पावर कारपोरेशन लिमिटेड (यूपीसीएल) ने बिजली की दरों में बढ़ोतरी का प्रस्ताव तैयार कर लिया है। बोर्ड बैठक में पास करने के बाद इसे उत्तराखंड विद्युत नियामक आयोग को भेज दिया जाएगा। नियामक आयोग से हरी झंडी मिलने के बाद बिजली की नई दरें एक अप्रैल से लागू हो जाएंगी।
यूपीसीएल को हर साल सभी खर्च और नुकसान के हिसाब से बिजली की दरें तय करनी होती हैं। इन दरों का प्रस्ताव नियामक आयोग को भेजा जाता है। इस पर जनसुनवाई के बाद नियामक आयोग की ओर से अंतिम दरें तय की जाती हैं। इस बार यूपीसीएल की ओर से निर्धारित 31 दिसंबर तक प्रस्ताव नहीं भेजा जा सका।
यूपीसीएल ने आयोग से 15 जनवरी तक का समय मांगा है। आधिकारिक सूत्रों के मुताबिक, यूपीसीएल ने बिजली दरों का नया टैरिफ तैयार कर लिया है। इसके तहत आम उपभोक्ताओं के लिए प्रति यूनिट दो से चार प्रतिशत और औद्योगिक इकाईयों के लिए प्रति यूनिट चार से छह प्रतिशत का प्रस्ताव तैयार किया गया है।
अब इस प्रस्ताव को बोर्ड बैठक में लाया जाएगा। बोर्ड से मुहर लगने के बाद इसे नियामक आयोग को भेज दिया जाएगा। निदेशक मानव संसाधन एके सिंह के मुताबिक प्रस्ताव 15 जनवरी तक नियामक आयोग को भेजा जाना है।
आयोग कर सकता है यूपीसीएल के प्रस्ताव में कटौती
आयोग के पास आने वाले प्रस्ताव में वह कटौती कर सकता है। इसमें 50 प्रतिशत या इससे अधिक तक कटौती भी हो सकती है। अगर आयोग 50 प्रतिशत कटौती करता है तो आम उपभोक्ताओं के लिए प्रति यूनिट एक प्रतिशत और औद्योगिकी इकाईयों के लिए प्रति यूनिट दो प्रतिशत की बढ़ोतरी होगी।
बाहरी स्रोतों से बिजली लेने वालों पर सरचार्ज का प्रस्ताव
यूपीसीएल ने बाह्य स्रोतों से बिजली लेने वाले उपभोक्ताओं के लिए 1.16 रुपये प्रति यूनिट सरचार्ज का प्रस्ताव नियामक आयोग को भेजा है। अगर नियामक आयोग इस पर मुहर लग देता है तो ऐसे उपभोक्ताओं को एक अप्रैल 2021 से 30 सितंबर 2021 के बीच प्रति यूनिट 1.16 रुपये सरचार्ज भी देना होगा। फिलहाल इस पर उपभोक्ता चाहें तो अपने सुझाव नियामक आयोग को भेज सकते हैं। इसके बाद आयोग इस पर फैसला लेगा।
