प्रवासी मतदाताओं को देश में कहीं से भी अपने गृह/मूल निर्वाचन क्षेत्र के लिए मतदान करना संभव होगा

भारत निर्वाचन आयोग ने अपने गृह नगर से देश में अन्यत्र बसे नागरिकों को रिमोट वोटिंग की सुविधा देने पर काम शुरू किया है। इसके लिए आयोग ने प्रोटोटाइप रिमोट इलेक्ट्रॉनिक वोटिंग मशीन (आरवीएम) विकसित की है। इससे प्रवासी मतदाताओं को देश में कहीं से भी अपने गृह/मूल निर्वाचन क्षेत्र के लिए मतदान करना संभव होगा। आयोग ने बहु-निर्वाचन क्षेत्र प्रोटोटाइप रिमोट ईवीएम की कार्यप्रणाली का प्रदर्शन करने के लिए सभी मान्यताप्राप्त 08 राष्ट्रीय और 57 राज्यीय दलों को दिनांक 16.01.2023 को आमंत्रित किया है। इस अवसर पर आयोग की तकनीकी विशेषज्ञ समिति के सदस्य भी उपस्थित रहेंगे। आयोग ने अपेक्षित विधिक परिवर्तनों, प्रशासनिक प्रक्रियाओं मैं परिवर्तनों और घरेलू प्रवासी मतदाताओं के लिए मतदान की पद्धति/आरवीएम/प्रौद्योगिकी, यदि कोई हो, सहित विभिन्न संबंधित मामलों पर मान्यता प्राप्त राजनैतिक दलों से 31.01.2023 तक लिखित मंतव्य देने का भी अनुरोध किया है। विभिन्न हितधारकों से प्राप्त फीडबैक और प्रोटोटाइप के प्रदर्शन के आधार पर आयोग रिमोट मतदान पद्धति को क्रियान्वित करने की प्रक्रिया को उपयुक्त तरीके से आगे ले जाएगा।
गौरतलब है कि मुख्य निर्वाचन आयुक्त के रूप में कार्यभार संभालने के तुरंत बाद, श्री राजीव कुमार उत्तराखण्ड के चमोली जिले के दुमक गांव के दूरस्थ मतदान केंद्र की अपनी पैदल यात्रा (ट्रैकिंग ) से प्रवासी नागरिकों की समस्या से सीधे रूबरू हुए थे। उन्होंने इस बात की आवश्यकता बताई थी कि प्रवासी मतदाताओं को निवास के उनके वर्तमान स्थान से ही मताधिकार का प्रयोग करने में सक्षम बनाया जाना चाहिए।
भारत निर्वाचन आयोग द्वारा रिमोट वोटिंग पर व्यापक मंथन प्रारम्भ किया गया है। इस तरह के सशक्तिकरण को कार्यान्वित करने के लिए कानूनी, वैधानिक, प्रशासनिक और प्रौदयोगिकीय पहल की जरूरत है। आयोग की टीम ने सभी सामाजिक-आर्थिक स्तरों पर प्रवासियों की चुनावी भागीदारी को संभव बनाने के लिए सर्वसमावेशी समाधान ढूंढने और मतदान करने की वैकल्पिक पद्धतियाँ जैसे कि दो-तरफा प्रत्यक्ष ट्रांजिट पोस्टल बैलट, परोक्षी (प्रॉक्सी) मतदान, विशेष समय पूर्व मतदान केंद्रों में जल्दी मतदान, डाक मतपत्रों का एकतरफा या दोतरफा इलेक्ट्रॉनिक प्रेषण (ईटीपीबीएस), इंटरनेट आधारित मतदान प्रणाली आदि सभी विकल्पों पर विस्तार से विचार-विमर्श किया।
सभी हितधारकों के लिए विश्वसनीय, सुगम और स्वीकार्य प्रौद्योगिकीय समाधान की तलाश करने के उद्देश्य से निर्वाचन आयुक्त श्री अनूप चन्द्र पाण्डेय आयोग और निर्वाचन आयुक्त श्री अरुण गोयल के साथ मुख्य निर्वाचन आयुक्त श्री राजीव कुमार की अध्यक्षता में आयोग ने घरेलू प्रवासी मतदाताओं के लिए रिमोट मतदान केंद्रों से मतदान करने में सक्षम करने के लिए समय की कसौटी पर खरे उतरे एम-3 ईवीएम मॉडल के संशोधित संस्करण का उपयोग करने का विकल्प ढूंढा है। इस तरह प्रवासी मतदाता को अपने मताधिकार का प्रयोग करने के लिए वापस अपने गृह जिले की यात्रा करने की जरूरत नहीं होगी।
*उत्तराखण्ड के संदर्भ में इसका विशेष महत्व हो सकता है। यहां के लाखों लोग रोजगार, व्यवसाय, शिक्षा आदि कारणों से देश के विभिन्न हिस्सों में रहते हैं। रिमोट वोटिंग होने पर वे अपने गृह क्षेत्र के लिये मतदान कर सकेगे और वहां के विकास प्रक्रिया में भागीदारी कर सकेंगे। *
आयोग द्वारा अन्य विषयों के साथ ही घरेलू प्रवासियों को परिभाषित करने, आदर्श आचार संहिता लागू करने, मतदान की गोपनीयता बनाए रखने, मतदाताओं की पहचान के लिए पोलिंग एजेंटों को सुविधा देने, रिमोट मतदान की प्रक्रिया और पद्धति तथा मतों की गणना में आने वाली चुनौतियों का उल्लेख करते हुए सभी राजनैतिक दलों के बीच एक अवधारणा पत्र परिचालित किया गया है।
आयोग सार्वजनिक क्षेत्र के प्रतिष्ठित उद्यम के सहयोग से घरेलू प्रवासी मतदाताओं की भागीदारी को संभव करने के लिए उनके रिमोट लोकेशन अर्थात उनके मौजूदा निवास स्थान से उनके गृह निर्वाचन क्षेत्रों के लिए मतदान करने की सुविधा प्रदान करने के लिए एक बहु-निर्वाचन क्षेत्र रिमोट इलेक्ट्रॉनिक वोटिंग मशीन (आरवीएम) को प्रायोगिक तौर पर शुरू करने के लिए तैयार है। ईवीएम का यह संशोधित रूप एक एकल रिमोट पोलिंग बूथ से 72 विभिन्न निर्वाचन क्षेत्रों पर मतदान करा सकता है। यदि यह पहल कार्यान्वित कर दी जाती है तो यह प्रवासियों के लिए एक बड़ा सामाजिक परिवर्तन लेकर आने की क्षमता रखती है और उन्हें अपनी जड़ों से जुड़े रहने में मददगार होगी, क्योंकि कई बार वे विभिन्न कारणों जैसे कि उनके निवास स्थानों के नियमित तौर पर बदलने, प्रवास क्षेत्र के मुद्दों से सामाजिक और भावनात्मक रूप से पर्याप्त जुड़ाव न होने, अपने गृह/मूल निर्वाचन क्षेत्रों की निर्वाचक नामावली से नाम कटवाने की अनिच्छुकता (चूंकि उनका वहां स्थायी निवास/संपति होती है) से अपने कार्यस्थान पर स्वयं को मतदाता के रूप में पंजीकृत करवाने के प्रति अनिच्छुक रहते हैं।
तकनीक के युग में माईग्रेशन के आधार पर मतदान के अधिकार से वंचित करना स्वीकार योग्य विकल्प नहीं है। आम चुनाव 2019 में 67.4 प्रतिशत मतदान हुआ था और भारत निर्वाचन आयोग 30 करोड़ से अधिक निर्वाचकों द्वारा मतदान करने के अपने अधिकार का प्रयोग नहीं करने और विभिन्न राज्यों/केंद्र शासित प्रदेशों में मतदान का प्रतिशत अलग-अलग होने को लेकर सजग है। वोटर टर्नआउट में सुधार लान
