– मुख्यमंत्री के मार्गदर्शन में बालश्रम एवं भिक्षावृत्ति से रेस्क्यू किए गए बच्चों के लिए वरदान बना जिला प्रशासन का आधुनिक इंटेंसिवकेयर सेंटर
देहरादून – बालश्रम एवं भिक्षावृत्ति के विरुद्ध जिला प्रशासन द्वारा चलाए जा रहे सघन अभियान के अंतर्गत रेस्क्यू किए गए बच्चों के पुनर्वास एवं उज्ज्वल भविष्य की दिशा में प्रशासन का आधुनिक इंटेंसिव केयर सेंटर (ICC) एक प्रभावी और मानवीय पहल के रूप में सामने आया है। यह केंद्र परिस्थितियों से वीरान हो चुके बचपन को नई दिशा, सुरक्षा और शिक्षा की मुख्यधारा से जोड़ने में महत्वपूर्ण भूमिका निभा रहा है।
इसी क्रम में सहस्त्रधारा रोड क्षेत्र में निरीक्षण के दौरान एक दुकान में काम करती हुई दो नाबालिग बालिकाएं पाई गईं। तत्काल कार्रवाई करते हुए जिला प्रशासन की टीम द्वारा दोनों बालिकाओं को सुरक्षित रेस्क्यू किया गया। रेस्क्यू के उपरांत बालिकाओं की काउंसलिंग की गई, जिससे उनके मानसिक एवं भावनात्मक पक्ष को समझा जा सके। साथ ही उनके माता-पिता से संवाद स्थापित कर उन्हें बालश्रम के दुष्परिणामों, बच्चों के अधिकारों तथा शिक्षा के महत्व के प्रति जागरूक किया गया।
सहस्त्रधारा रोड पर एक दुकान में काम करती हुई दो लड़कियाँ पाई गईं। उनकी काउंसलिंग की गई तथा उनके माता-पिता से बातचीत की गई। इसके बाद उनका आईसीसी में नामांकन कराया गया और उन्हें साधुराम इंटर कॉलेज में मुख्यधारा की शिक्षा से जोड़ा गया। साथ ही उन्हें किताबें, बैग और जूते भी वितरित किए गए।* सभी आवश्यक प्रक्रियाओं के पश्चात दोनों बालिकाओं का जिला प्रशासन के इंटेंसिव केयर सेंटर में नामांकन कराया गया, जहां उन्हें संरक्षण, परामर्श एवं शैक्षणिक मार्गदर्शन प्रदान किया जा रहा है। इसके बाद बालिकाओं को साधुराम इंटर कॉलेज में नामांकित कर औपचारिक रूप से शिक्षा की मुख्यधारा से जोड़ा गया।
जिला प्रशासन द्वारा बालिकाओं को पढ़ाई में किसी भी प्रकार की बाधा न आए, इसके लिए उन्हें आवश्यक शैक्षणिक सामग्री जैसे किताबें, स्कूल बैग एवं जूते भी उपलब्ध कराए गए। यह पहल न केवल बच्चों के वर्तमान को सुरक्षित कर रही है, बल्कि उनके भविष्य को भी सशक्त बनाने की दिशा में एक ठोस कदम है।
जिलाधिकारी सविन बंसल के निर्देशानुसार जनपद में बालश्रम एवं भिक्षावृत्ति के विरुद्ध जीरो टॉलरेंस की नीति अपनाई गई है। रेस्क्यू किए गए प्रत्येक बच्चे के समग्र पुनर्वास, शिक्षा, स्वास्थ्य एवं मानसिक विकास को प्राथमिकता दी जा रही है। इंटेंसिव केयर सेंटर के माध्यम से बच्चों को योग, संगीत, खेल आदि गतिविधि से एक सुरक्षित वातावरण प्रदान कर शिक्षा के मुख्य धारा से जोड़कर उन्हें आत्मनिर्भर एवं आत्मविश्वासी नागरिक बनाने का निरंतर प्रयास किया जा रहा है।
जिलाधिकारी ने स्पष्ट किया है कि बालश्रम एवं भिक्षावृत्ति में संलिप्त पाए जाने वाले व्यक्तियों के विरुद्ध सख्त वैधानिक कार्रवाई की जाएगी, जबकि रेस्क्यू किए गए बच्चों को हर संभव सहायता प्रदान कर बच्चों का भविष्य संवारा जाएगा।
