धामी बने भाजपा के लकी चार्म: उत्तराखंड में पहली बार हुआ कि कोई पार्टी लगातार दूसरी बार सत्ता पर काबिज हुई
उत्तराखंड में पहली बार हुआ कि कोई पार्टी लगातार दूसरी बार सत्ता पर काबिज हुई। वर्ष 2017 के बाद 2022 में भी भाजपा ने कांग्रेस को दरकिनार कर सरकार बनाने का मौका हासिल किया। चुनाव मुख्यमंत्री पुष्कर सिंह धामी के नेतृत्व में हुए तो इस कामयाबी के बाद धामी भाजपा के लकी चार्म हो गए हैं।
यह इस लिहाज से कि धामी हिमाचल विधानसभा चुनाव में बड़े स्टार प्रचारक की भूमिका में दिख रहे हैं। चुनाव अभियान में लगातार स्वयं को झोंके हुए हैं धामी। उत्तराखंड की तरह हिमाचल में भी हर चुनाव में सत्ता बदलने का मिथक रहा है, लगता है भाजपा जयराम ठाकुर को भी राह दिखा रही है कि धामी का सदुपयोग करें।
उत्तराखंड और हिमाचल में एक दिलचस्प समानता और भी है। इन दोनों पहाड़ी राज्यों का आकार भले ही छोटा है, लेकिन मुख्यमंत्री पद के दावेदारों की कतार देहरादून-शिमला से दिल्ली तक बदस्तूर लगी है।
विधायक बोले, देहरादून में हो सत्र:
गैरसैंण, हजारों करोड़ के भारी-भरकम कर्ज तले दबे उत्तराखंड की ग्रीष्मकालीन राजधानी। नौ नवंबर 2000 को जब उत्तरांचल, तब यही नाम था, देश के मानचित्र पर 27वें राज्य के रूप में अस्तित्व में आया, देहरादून को अस्थायी राजधानी बनाया गया।
20 वर्ष बाद त्रिवेंद्र सरकार के समय गैरसैंण को ग्रीष्मकालीन राजधानी घोषित कर दिया गया। मतलब राजधानी देहरादून ही रहेगी, लेकिन पता नहीं क्यों भाजपा और कांग्रेस के नेता इसे स्वीकार करने से बचते रहे हैं। अब इन दोनों की खुशफहमी का पर्दा हटाने का काम किया है बसपा और निर्दलीय विधायकों ने।
दो निर्दलीय विधायकों संजय डोभाल और उमेश कुमार के अलावा बसपा के विधायक मो शहजाद ने अपने-अपने तर्कों के साथ गैरसैंण में शीतकालीन विधानसभा सत्र के औचित्य पर सवाल उठा दिए हैं। बात भी सही है, राजधानी ग्रीष्मकालीन और सत्र शीतकालीन। जब एक पर्वतीय जिले का विधायक ऐसा कहता है तो इसके गहरे निहितार्थ समझने ही पड़ेंगे।
करन, मुहावरा अब कौन सा चलेगा:
देश में सबसे अधिक समय तक शासन करने वाली कांग्रेस में जो चल रहा है, उत्तराखंड के कांग्रेसी भी उसी पर कदमताल कर रहे हैं। राष्ट्रीय स्तर पर जी-23 चर्चा में रहता है तो यहां दो-तीन गुट में बंटकर कांग्रेसी पार्टी की ऐसी-तैसी कर रहे हैं।
पिछले दिनों पूर्व प्रदेश अध्यक्ष प्रीतम सिंह ने हरिद्वार पंचायत चुनाव के समय प्रभारी देवेंद्र यादव के नदारद रहने का मुददा उठाया था, तो जवाब में अध्यक्ष करन माहरा ने उनके चश्मे पर सवाल उठा दिया। प्रीतम ने अपनी आदत के मुताबिक महज इतना कहा कि वह चश्मा तो लगाते हैं, मगर उनकी नजर कमजोर नहीं।
अब जबकि प्रभारी देवेंद्र यादव छह दिनी दौरे पर उत्तराखंड आए, तो प्रीतम पड़ोसी हिमाचल में विधानसभा चुनाव प्रचार को निकल लिए। दरअसल, उनकी विधानसभा चकराता हिमाचल से सटी हुई है, तो यह लाजिमी भी है। अब पता नहीं करन को तंज कसने को कौन से मुहावरा चलेगा।
नमो पहुंचे माणा, पीछे-पीछे अब कांग्रेस:
प्रधानमंत्री नरेन्द्र मोदी दीपावली से पहले देश के अंतिम गांव माणा पहुंचे। चमोली जिले में बदरीनाथ धाम के निकट चीन सीमा पर बसे माणा में प्रधानमंत्री के कार्यक्रम के गहरे निहितार्थ रहे। खासकर इसलिए, क्योंकि उत्तराखंड सैन्य बहुल प्रदेश है और चुनाव में पूर्व सैनिक व उनके परिवार महत्वपूर्ण भूमिका में रहते हैं।
कांग्रेस को समझ आ गया कि इसके जवाब में कुछ तो करना होगा, क्योंकि लोकसभा चुनाव को लगभग डेढ़ वर्ष का ही समय बाकी है। उत्तराखंड उन राज्यों में शामिल है, जो राहुल गांधी के नेतृत्व में चल रही भारत जोड़ो यात्रा के दायरे में नहीं हैं।
ऐसे राज्यों में कांग्रेस जिलावार भारत जोड़ो यात्रा निकाल रही है। इस कड़ी में 14 से 19 नवंबर तक प्रत्येक जिले में यात्रा निकाली जाएंगी। दिलचस्प यह कि प्रधानमंत्री मोदी के बाद अब कांग्रेसी भी माणा पहुंच रहे हैं। पार्टी यहीं से भारत जोड़ो यात्रा की शुरुआत कर रही है।
