CM पुष्कर सिंह धामी ने पोखरी में 97.30 लाख लागत से निर्मित पर्यटक आवास गृह का किया लोकापर्ण, पोखरी मेले को किया राजकीय मेला घोषित।
चमोली : पोखरी में हिमवंत कवि चन्द्रकुंवर बर्त्वाल खादी ग्रामोद्योग एवं पर्यटन शरादोत्सव मेले का रंगारंग सांस्कृतिक कार्यक्रमों के साथ आगाज हुआ। मुख्यमंत्री पुष्कर सिंह धामी ने पोखरी नगर पंचायत द्वारा आयोजित इस पांच दिवसीय मेले का उद्घाटन किया। इस अवसर पर क्षेत्रीय विधायक महेन्द्र प्रसाद भट्ट, जिप अध्यक्ष रघुवीर सिंह बिष्ट, नगर पंचायत अध्यक्ष लक्ष्मी प्रसाद पंत, कॉपरेटिव बैंक अध्यक्ष गजेन्द्र सिंह बिष्ट एवं वरिष्ठ क्षेत्रीय जनप्रतिनिधि मौजूद रहे। मुख्यमंत्री के पोखरी पहुंचने पर क्षेत्रवासियों ने उनका भव्य स्वागत किया। इस दौरान मुख्यमंत्री ने पोखरी में 97.30 लाख लागत से निर्मित पर्यटक आवास गृह का लोकापर्ण करने के साथ ही पोखरी मेले को राजकीय मेला घोषित करते हुए इस वर्ष 2 लाख की राशि देने और क्षेत्र के विकास के लिए विभिन्न विकास योजनाओं की घोषणाएं भी की। कार्यक्रम के दौरान मुख्यमंत्री ने बेनीताल में 7 दिसंबर की सांय से आयोजित होने वाले तीन दिवसीय स्टार गेजिंग व एस्ट्रो फोटाग्राफी इवेंट का उद्घाटन भी किया। मेले में खादी, उद्योग एवं अन्य विभागों के स्टॉल, चर्खी, बच्चों के झूले, सर्कस, खेलकूद व सांस्कृतिक कार्यक्रमों सहित अनेक मनोरंजक गतिविधियां सहसा ही लोगों को आकर्षित कर रही है।
मुख्यमंत्री ने मेलार्थियों को संबोधित करते हुए कहा कि प्रकृति के चितेरे कवि चन्द्र कुंवर बर्त्वाल ने मात्र 28 साल की उम्र में हिंदी साहित्य को अनमोल कविताओं का समृद्व खजाना दे दिया था। उनकी कविताओं में अटूट प्रकृति प्रेम झलकता है। जीवन के इस छोटे सफर में उन्होंने सात सौ से भी ऊपर कविताएं, गीत, मुक्तक, निबंध आदि लिखकर एक इतिहास रचा है। काफल पाक्यों के अमर गायक चन्द्र कुंवर बर्त्वाल ने अपनी कालजयी कविताओं में हिमालय का जीवन साकार किया है। हिमाच्छादित शैल शिखर, सदानीरा कल कल करती नदियां, लंबे चौडे लहलहाते चारागाह, दूर दूर तक फैले चीड, बांज, बुरांश, देवदार के घने जंगल, रंग बिरंगे फूलों से लदालद भरी घाटियां, पशु पक्षी, ऋतुओं का पट-परिवर्तन, घन गर्जन सभी का चमत्कारिक चित्रण उनकी कविताओं में मिलता है।
ग्रामीण विकास के लिए काम कर रही सरकार
मुख्यमंत्री पुष्कर सिंह धामी ने कहा कि हमारी सरकार ग्रामोदय से भारत उदय मिशन के साथ लगातार काम कर रही है। केन्द्र और राज्य सरकार के माध्यम से गरीब कल्याण के लिए अनेक योजनाएं शुरू की गई है। लघु एवं कुटीर उद्योग लगाने के लिए नियमों में स्थिलता प्रदान की गई है। ताकि हमारे दूरस्थ पहाड़ों में भी कुटीर एवं लघु उद्योग लगे और अधिक से अधिक लोगों को स्वरोजगार मिल सके। सरकार पहाड़ों में होम स्टे बढाने का काम कर रही है।
उन्होंने कहा प्रधानमंत्री नरेंद्र मोदी के नेतृत्व में हमारे राज्य के साथ ही पूरे देश में अनेकों कार्य किए जा रहे हैं। माताओं, बहनों को मुफ्त में गैस कनेक्शन देने का काम यदि किसी ने किया है तो वह भारत माता के लाल प्रधानमंत्री मोदी ने किया है। उन्होंने कहा कोई मरीज इलाज से वंचित न रहे, इसके लिए आयुष्मान भारत योजना की शुरुआत की गई है। ऐसे परिवार जो इलाज करवाने में सक्षम नही है, उन परिवारों को 5 लाख तक का इलाज मुफ्त किया जा रहा है। हमारी सरकार ने लंबे समय से चली आ रही मांगों को देखते हुए पी.आर.डी जवानों उपनल कर्मियों, ग्राम प्रधानों, त्रिस्तरीय पंचायत प्रतिनिधियों, आशा, आंगनबाड़ी कार्यकत्रियों, भोजन माताओं का मानदेय बढ़ाने का कार्य किया है।
हर फैसला जनता को समर्पित
उन्होंने कहा मेरे मुख्य सेवक बनने के बाद सरकार ने 500 से ज्यादा जनहित के फैसले लिए हैं और हमारा हर फैसला जनता को समर्पित है। उन्होंने कहा कि सरकार द्वारा समाज के हर वर्गों को ध्यान में रखते हुए योजनाएं चलाई जा रही है। उन्होंने कहा हम प्रत्येक घोषणा के लिए पूर्व सुनियोजित तरीके से वित्तीय खर्च का प्रबंधन कर रहे हैं, जिससे हमारी सारी घोषणाएं धरातल पर उतर रही है।
21 वीं सदी का तीसरा दशक उत्तराखण्ड का
उन्होंने कहा कि प्रधानमंत्री मोदी ने पूरी दुनिया को संदेश दिया कि तीसरा दशक उत्तराखण्ड का होगा। राज्य जब 25वॉ स्थापना दिवस मना रहा होगा, तब राज्य सभी क्षेत्रों में देश का अग्रणीय एवं आदर्श राज्य होगा। उन्होंने कहा प्रधानमंत्री के नेतृत्व में 21वी सदी का तीसरा दशक उत्तराखंड का दशक होगा, जो पर्यटन, स्वास्थ्य, शिक्षा, रोजगार, कृषि जैसे विभिन्न क्षेत्रों में नंबर वन बनेगा। उन्होंने कहा बोधिसत्व विचार श्रृंखला के माध्यम से सरकार विभिन्न क्षेत्रों में कार्य कर चुके अनुभवी लोगों से सुझाव ले रही है। कहा हमारी सरकार हर समय जनता की सेवा में समर्पित है। हमारा प्रण है कि जितना भी समय हमारे पास है उसका प्रत्येक पल और क्षण हम उत्तराखण्ड की जनता की सेवा में समर्पित करें। उन्होंने कहा हमारी सरकार युवाओं को रोजगार देने पर कार्य कर रही है। विभिन्न विभागों में रिक्त चल रहे 24000 पदों पर भर्ती एवं युवाओं को स्वरोजगार से जोड़ने के लिए युवाओं हेतु प्रत्येक जिले में मुख्यमंत्री स्वरोजगार योजना के अंतर्गत ऋण वितरित किए जा रहे है। कार्यक्रम के दौरान मुख्यमंत्री ने शहीद योगेम्बर सिंह भण्डारी के पिताजी को शॉल भेंट कर सम्मानित भी किया।
घोषणाएं
इस दौरान मुख्यमंत्री ने क्षेत्र के विकास के लिए निम्न विकास योजनाओं की घोषणाएं भी की।
1- पोखरी में हिमवंत कवि चन्द्रकुंवर बर्त्वाल खादी ग्रामोद्योग एवं पर्यटन शरादोत्सव मेले को राजकीय मेला घोषित करते हुए इस वर्ष 2 लाख रुपये मेला समिति को देने की घोषणा की।
2- राजकीय औद्योगिक प्रशिक्षण संस्थान तपोवन ढाक (जोशीमठ) का नाम बदीनाथ केदारनाथ मंदिर समिति के पूर्व अध्यक्ष स्व० मोहन प्रसाद थपलिया जी के नाम पर रखा जायेगा।
3-अमर शहीद सैनिक योगेम्बर सिंह भंडारी की स्मृति में नैलसांकरी में प्राथमिक स्वास्थ्य केन्द्र खोला जाएगा।
4- विकासखण्ड जोशीमठ में गैस गोदाम से रेगढ़ तक मोटर मार्ग का प्रथम चरण का निर्माण किया जायेगा।
5- विकासखण्ड दशोली के पलेठी-सरतोली मोटर मार्ग के कि०मी० 7 एवं 8 में सतह सुधारीकरण एवं सुरक्षात्मक कार्य किया जायेगा।
6- विकासखण्ड दशोली के बणद्वारा से काण्डई मोटर मार्ग का (द्वितीय चरण स्टेज) का नव निर्माण किया जायेगा।
7-विकासखंड दशोली के जुंआ-दिगोली मो.मार्ग से मेहर गांव में मोटर मार्ग का निर्माण किया जाएगा।
8- विकासखण्ड पोखरी के उडामांडा-सिमखोली-चोपडा मोटर मार्ग के सिमखोली बैण्ड से होते हुए प्रा०वि० विरसण सेरा मोटर मार्ग का (प्रथम चरण) का नव निर्माण किया जायेगा।
9- विकासखंड पोखरी के उडामांडा-रौता-चोपडा मोटर मार्ग के नलडुंगा से विरसण मोटर मार्ग का निर्माण किया जाएगा।
10- विकासखण्ड पोखरी-गोपेश्वर मोटर मार्ग से डुंबरा गाव के लिए से मोटर मार्ग का (प्रथम चरण) नव निर्माण किया जायेगा।
11- राजकीय प्रा.वि. सरतोली का उच्चीकरण किया जाएगा।
12- निजमुला के दुर्मी घाटी में सचल पशु चिकित्सा केन्द्र खोला जाएगा।
बद्रीनाथ विधायक महेन्द्र प्रसाद भट्ट एवं नगर पंचायत अध्यक्ष लक्ष्मी प्रसाद पंत ने मुख्यमंत्री का आभार व्यक्त करते हुए शॉल, मोमेंटों एवं चन्द्र कुंवर बर्त्वाल का चित्र भेंट किया। वही चारधाम के पंडापुरोहितो ने सीएम का अभार व्यक्त करते हुए धर्म ध्वजा और अंगवस्त्र भेंट किए। क्षेत्रवासियों ने पारम्परिक पांडव ढोल तमाऊ एवं पांडव नृत्य के साथ मुख्यमंत्री के पहली बार क्षेत्र आगमन पर भव्य स्वागत किया गया। कार्यक्रम का संचालन आनंद राणा द्वारा किया गया।
इस दौरान ग्रामीण मंडल अध्यक्ष वीरेन्द्र पाल भंडारी, नंगर अध्यक्ष जीतेन्द्र सती, अन्य वरिष्ठ क्षेत्रीय जन प्रतिनिधियों सहित जिलाधिकारी हिमांशु खुराना, पुलिस अधीक्षक यशवंत सिंह चौहान, सीडीओ वरूण चौधरी, संयुक्त मजिस्ट्रेट अभिनव शाह आदि मौजूद थे।
