CM पुष्कर सिंह धामी ने केंद्रीय मंत्री नीतिन गडकरी से की मुलाकात, राज्य से संबंधित विभिन्न परियोजनाओं पर हुई चर्चा।
मुख्यमंत्री पुष्कर सिंह धामी ने नई दिल्ली में केंद्रीय सङक परिवहन व राजमार्ग मंत्री नीतिन गडकरी से भेंट की। मुख्यमंत्री ने केंद्रीय मंत्री के साथ राज्य से संबंधित विभिन्न परियोजनाओं पर चर्चा की। बैठक में केंद्रीय राज्य मंत्री सङक परिवहन व राजमार्ग मंत्रालय जनरल वी के सिंह, सङक परिवहन व राजमार्ग मंत्रालय मे अवर सचिव अमित घोष, उत्तराखण्ड शासन में प्रमुख सचिव आर के सुधांशु सहित केंद्रीय मंत्रालय और राज्य सरकार के अधिकारी उपस्थित रहे।
केंद्रीय मंत्री नीतिन गडकरी ने उत्तराखण्ड की लाईफ लाईन कही जाने वाली ऑल वेदर रोड सड़क परियोजना के कार्यों में तत्काल तेजी लाने के निर्देश दिये। उल्लेखनीय है कि 889 किमी. लम्बी एवं लगभग 12 हजार करोड की लागत से निर्मित की जा रही चार धाम सडक परियोजना में मंत्रालय द्वारा 53 कार्यों में से वर्तमान तक 41 कार्य स्वीकृत किये गये हैं। वर्तमान तक 19 कार्य पूर्ण हो चुके हैं। 22 कार्यों में कार्य गतिमान है।
केन्द्रीय मंत्री ने मंत्रालय एवं राज्य सरकार के अधिकारियों को स्पष्ट निर्देश दिये गये कि ऑल वेदर सडक परियोजना का कार्य में किसी प्रकार की देरी उचित नहीं होगी तथा आम जनमानस के आवागमन हेतु उक्त मार्ग को शीघ्र पूर्ण किया जाये।
मुख्यमंत्री पुष्कर सिंह धामी के अनुरोध पर केंद्रीय मंत्री ने देहरादून शहर को अत्यधिक यातायात एवं भीड़ से मुक्त कराने के लिए देहरादून रिंग रोड़ के निर्माण की फिजिबिल्टी सर्वे किये जाने की स्वीकृति दी। साथ ही हाईवे के साथ लगे लगभग 1100 एकड़ भूमि पर लाजिस्टिक पार्क / फल एवं शब्जी पार्क और आढ़त बाजार के लिए केंद्रीय मंत्री द्वारा मुख्यमंत्री को प्रस्ताव दिया कि राज्य सरकार द्वारा उक्त प्रयोजन हेतु भूमि उपलब्ध कराने पर निर्माण पर आने वाले समस्त धनराशि केन्द्र सरकार द्वारा वहन की जायेगी। इस कार्य से देहरादून शहर में जाम / अव्यवस्थित आवागमन से राहत मिलेगी।
मुख्यमंत्री के अनुरोध पर कुमाऊँ और गढ़वाल के मध्य दूरी एवं समय कम करने के लिए नजीबाबाद- अफजलगढ़ बाई पास (लम्बाई 42.50 किमी०) की स्वीकृति प्रदान की गयी। बाई पास बनने से कुमाऊँ गढवाल के बीच की दूरी 20 किमी0 कम हो जायेगी तथा आवागमन में 45 मिनट की बचत होगी।
मझौला से खटीमा चार लेन सडक मार्ग की भी स्वीकृति प्रदान की गयी। उक्त मार्ग के निर्माण से उत्तर प्रदेश के जनपद पीलीभीत एवं बरेली हेतु भारी वाहनों एवं आम जनमानस का आवागमन सुलभ एवं आरामदायक होगा। इसके अतिरिक्त सितारगंज से टनकरपुर मोटर मार्ग को भी चार लेन में परिवर्तित करने की स्वीकृति प्राप्त हुई। मार्ग निर्माण से जनपद चम्पावत एवं पिथौरागढ आवागमन करने में काफी समय की बचत के साथ साथ मार्ग सुविधाजनक होगा।
पिथौरागढ से अस्कोट मोटर मार्ग (लगभग 47 किमी) भी ऑल वेदर परियोजना की तरह स्वीकृत किये जाने पर सहमति बनी। यह मार्ग बी०आर०ओ० द्वारा निर्मित किया जायेगा।
राष्ट्रीय राजमार्गों के निर्माण में अधिग्रहित भूमि से ऊपर व नीचे यदि मार्ग निर्माण से भवनों एवं अन्य संरचनाओं में क्षति होती है तो उक्त क्षति की प्रतिपूर्ति भी भारत सरकार द्वारा किये जाने के लिये मुख्यमंत्री के अनुरोध पर केंद्रीय मंत्री द्वारा सहमति दी गई। इससे समस्त हिमालयी राज्यों को लाभ प्राप्त होगा।
बैठक में अप्रैल 2023 में देहरादून में अन्तर्राष्ट्रीय स्तर के सेमिनार का आयोजन किये जाने पर भी सहमति प्रदान की गयी। उक्त सेमिनार में पर्वतीय क्षेत्रों के लिये उच्च गुणवत्तायुक्त टनल मार्गों का निर्माण किये जाने पर विषय विशेषज्ञों द्वारा विचार विमर्श होगा। इस सेमिनार में देश एवं विदेश के लगभग एक हजार लोग प्रतिभाग करेंगे।
