सीएम त्रिवेंद्र सिंह रावत ने की घोषणा ।
मुख्यमंत्री त्रिवेंद्र सिंह रावत ने कहा है कि प्रदेश के सभी विकासखंडों में महाविद्यालय खोले जाएंगे। उन्होंने जिले के भैंसियाछाना ब्लाक में महाविद्यालय खोलने, सोबन सिंह जीना विवि अल्मोड़ा में विकास कार्यों के लिए 31.67 करोड़ स्वीकृत करने की घोषणा की। उन्होंने कहा कि राज्य के विवि शिक्षा का स्तर ऊंचा उठाने के लिए कार्य करें।
राज्य में पर्यटन के साथ एडवेंचर टूरिज्म को बढ़ावा देकर रोजगार के अवसर बढ़ाने की बात कही। मुख्यमंत्री सोबन सिंह जीना विश्वविद्यालय में नागरिक अभिनंदन समारोह को संबोधित कर रहे थे। उन्होंने कहा कि विश्वविद्यालयों से अनेक अपेक्षाएं होती हैं।
सरकार विश्वविद्यालयों से परामर्श लेती है। विवि शिक्षा का स्तर ऐसा बनाएं कि उन्हें परामर्शदाता नियुक्त किया जा सके। पर्वतीय क्षेत्र के प्राकृतिक संसाधनों का उपयोग राज्य की आर्थिकी विकास में हो इसके लिए कार्य करना होगा। बेरोजगारी दूर करने के लिए विवि भी अध्ययन करें।
विवि में शिक्षा का वातावरण अच्छा रहे इसके लिए छात्रों, शिक्षकों और अभिभावकों के मध्य समन्वय जरूरी है। गांवों से पलायन रोकने के लिए काम करना होगा। इस ओर विवि बेहतर काम कर सकते हैं। उन्होंने कहा कि पर्यटन को बढ़ावा देने के लिए सरकार काम कर ही है। इसके लिए जरूरी है कि सड़कें बेहतर बनें, तभी पर्यटक भी आएंगे।
डबल लेन सड़कों से जुड़ेंगे विकासखंड मुख्यालय:
मुख्यमंत्री त्रिवेंद्र सिंह रावत ने कहा है कि उत्तराखंड में विकास खण्ड स्तर तक सड़क सुविधाएं बेहतर हो सकेंगी। सड़कों के विकास एवं सड़क दुर्घटनाओं को नियंत्रित करने के लिए विकासखंड मुख्यालयों को डबल लेन सड़क से जोड़ा जाएगा।
उन्होंने कहा कि विकासखंड मुख्यालयों को जोड़ने वाली अधिकांश सड़कें कम चौड़ी हैं। यातायात की सुगमता के लिए कम आबादी वाले विकासखंडों को जोड़ने वाली सड़कों को डेढ़ लेन और अधिक आबादी वाले विकासखंडों को डबल लेन सड़क से जोड़ा जाएगा। डबल लेन सड़क से इन क्षेत्रों में अवागमन और अधिक सुरक्षित और सुविधापूर्ण हो सकेगा। यातायात नियंत्रण एवं सड़क दुर्घटनाओं को रोकने में भी इससे मदद मिलेगी।
सीएम ने कहा कि प्रदेश के सभी गांवों को सड़क से जोड़ने का लक्ष्य भी पूरा होने वाला है। आने वाले समय में देश की राजधानी से राज्य को जोड़ने वाली सड़कों का काम भी पूरा हो जाएगा। कर्णप्रयाग तक रेल पहुंचने से प्रदेशवासियों को तो सुविधा होगी ही, इसके साथ चारधाम यात्रा के भी नए आयाम प्राप्त होंगे।
सड़क सुरक्षा माह में ही लोग तोड़ रहे नियम
18 जनवरी से शुरू हुए सड़क सुरक्षा माह में ही लोग जमकर यातायात नियमों को तोड़ रहे हैं। कहीं तीन सवारी बिना हेलमेट लगाए पुलिस के सामने ही फर्राटा भर रहे हैं तो कही कोई बिना किसी फ्रिक के गलत साइड में अपना वाहन दौड़ा रहा है। व्यवसायिक वाहनों में भी क्षमता से ज्यादा सवारियों को बैठाया जा रहा है।
ट्रैफिक नियमों के प्रति लोगों को जागरूक करने के लिए राष्ट्रीय सड़क सुरक्षा माह की शुरुआत भले ही हो गई हो, लेकिन यहां यातायात नियमों की धज्जियां खुलेआम उड़ाई जा रही है। दूसरी ओर हो रहे सड़क हादसों का ग्राफ दिन प्रतिदिन बढ़ता रहा है।
इसके बाद भी डग्गामार वाहनों और ऑटो में अवैध तरीके से सवारियों को बैठाने का सिलसिला चल रहा है। ऐसे में सड़क सुरक्षा माह महज कागजों में जारी नजर आ रहा है। एक तरफ तो अधिकारी लोगों को जागरूक करते नजर आ रहे हैं वहीं दूसरी तरफ सड़कों पर यातायात नियमों का जमकर मखौल उड़ता नजर आया। ऐसे में सवाल उठता है कि आखिर किस तरह यातायात नियमों का पालन कराने के लिए कार्रवाई की जाए।
डग्गामार वाहन भी हादसों का कारण:
शहर के ऋषिकुल मैदान, हाईवे सप्तऋषि क्षेत्र समेत कई अन्य स्थानों पर डग्गामार वाहनों की लाइनें लगी रहती है। ये वाहन चंद रुपयों के लालच में सवारियों को गेट के किनारे बैठाकर चलते हैं। ऐसे में खराब सड़कों पर अक्सर हादसे होने का भय बना रहता है। हकीकत यह है कि सड़क सुरक्षा माह का दौर सिर्फ शहर में कुछ दिनों तक देखने को मिलता है। जबकि गांवों में लोगों को जागरूक करने के लिए यातायात नियम तक नहीं बताए जाते हैं।
यातायात पुलिस लगातार अभियान चलाकर कार्रवाई कर रही है। यदि कोई नियमों का पालन नहीं करता है तो उसका चालान काटने व प्रभावी कार्रवाई के निर्देश दिए गए हैं।
