उत्तराखंड वन्यजीव बोर्ड की अहम बैठक, संघर्ष कम करने को लेकर दिए गए निर्देश
उत्तराखंड राज्य वन्यजीव बोर्ड की 22वीं बैठक में वन भूमि हस्तांतरण से संबंधित 9 प्रस्तावों पर सहमति, सीएम धामी ने दिए ये निर्देश
मुख्यमंत्री पुष्कर सिंह धामी की अध्यक्षता में उत्तराखंड राज्य वन्यजीव बोर्ड की 22वीं बैठक आयोजित हुई. बैठक में सीएम धामी ने मानव-वन्यजीव संघर्ष के बढ़ती घटनाओं पर चिंता जताई. साथ ही इसके नियंत्रण के लिए और ज्यादा प्रभावी कदम उठाए जाने के निर्देश दिए. उन्होंने कहा कि भालू, गुलदार, बाघ और हाथी से संबंधित क्षेत्रों में सतर्कता बढ़ाई जाए. वन विभाग एवं जिला प्रशासन की ओर से संयुक्त निगरानी की व्यवस्था सुनिश्चित की जाए.
सीएम धामी ने संवेदनशील क्षेत्रों में नियमित पेट्रोलिंग, डिजिटल निगरानी के साथ अर्ली वार्निंग सिस्टम को पूरी तरह सक्रिय रखने के निर्देश दिए. उन्होंने कहा कि प्रभावित गांवों में सोलर फेंसिंग, बायो फेंसिंग, हनी बी फेंसिंग, वॉच टावर और अन्य सुरक्षात्मक उपाय अनिवार्य रूप से स्थापित किए जाएं. उन्होंने ग्रामीणों को सतर्कता और सुरक्षा के प्रति जागरूक करने के लिए जागरूकता शिविर आयोजित करने को कहा. साथ ही रैपिड रिस्पांस टीम को लगातार सक्रिय रखने के भी निर्देश दिए.
सीएम धामी ने कहा कि राज्य में हाथी और बाघ कॉरिडोर समेत सभी वन्यजीव कॉरिडोरों के संरक्षण को प्राथमिकता दी जाए. वन्यजीवों के आवागमन वाले मार्गों पर एनिमल पास, अंडरपास के साथ ओवरपास निर्माण की व्यवस्था को और प्रभावी ढंग से लागू किया जाए. उन्होंने निर्देश दिए कि यदि वर्तमान वन्यजीव संरक्षण नियमों या प्रावधानों में संशोधन की आवश्यकता हो तो संबंधित विभाग आवश्यक परीक्षण कर संशोधन प्रस्ताव जल्द शासन को भेजें.
बैठक में सीएम ने निर्देश दिए कि जिला स्तर पर जिलाधिकारी की अध्यक्षता में वन्यजीव समन्वय समिति को सक्रिय बनाए रखने के साथ ही संवेदनशील जिलों, ब्लॉकों एवं गांवों की हॉट स्पॉट मैपिंग तत्काल पूरी करें. उन्होंने स्कूलों, आंगनबाड़ियों, जलस्रोतों और पैदल मार्गों के आसपास सुरक्षा प्रबंध मजबूत करने के निर्देश दिए.
कचरा से आकर्षित हो रहे भालू: सीएम ने कहा कि ग्रामीण क्षेत्रों में ठोस कचरा प्रबंधन को सख्ती से लागू किया जाए. ताकि, भालू और अन्य वन्यजीव आबादी वाले क्षेत्रों की ओर आकर्षित न हों. उन्होंने कहा कि ईको-टूरिज्म व्यवस्था को और ज्यादा सृदृढ़ बनाने के लिए रिजर्व फॉरेस्ट के अलावा प्रदेश की वाइल्डलाइफ सेंचुरी एवं कंजरर्वेशन रिजर्व क्षेत्रों में भी कार्य किए जाएं. मानव वन्यजीव संघर्ष को कम करने और जन सुरक्षा की दृष्टि से टेरिटोरियल फॉरेस्ट डिवीजन में पशु चिकित्सकों की व्यवस्था भी की जाए.
बैठक में वन भूमि हस्तांतरण से संबंधित 9 प्रस्तावों पर सहमति दी गई. इनमें रुद्रप्रयाग में स्थित केदारनाथ वन्यजीव अभयारण्य की 4 विविध पेयजल योजनाएं और 2 पेयजल योजनाएं, राजाजी नेशनल पार्क क्षेत्र से जुड़ी 2 मोटरमार्ग योजनाएं और रामनगर वन प्रभाग से संबंधित एक ऑप्टिकल फाइबर प्रस्ताव शामिल है. इसके अलावा संरक्षित क्षेत्रों की 10 किलोमीटर परिधि में उपखनिज चुगान से जुड़े 22 प्रस्तावों को राष्ट्रीय वन्यजीव बोर्ड के विचारार्थ संदर्भित किए जाने का निर्णय लिया गया.
क्या बोले वन मंत्री सुबोध उनियाल? वहीं, वन मंत्री सुबोध उनियाल ने कहा कि राज्य वन्यजीव बोर्ड की बैठक में लिए गए निर्णय वन्यजीव संरक्षण और मानव सुरक्षा के बीच संतुलन स्थापित करने की दिशा में एक समग्र व दूरदर्शी कदम हैं, जिनसे उत्तराखंड में वन्यजीव प्रबंधन व्यवस्था और ज्यादा सुदृढ़ होगी.
प्रमुख वन संरक्षक रंजन कुमार मिश्र ने बताया कि चौरासी कुटिया के पुनर्विकास, मनसा देवी मंदिर एवं पहुंच मार्ग में आपदा से हुई क्षति के कार्यों के पुननिर्माण के पहले चरण, ऋषिकेश नीलकंठ महादेव रोपवे परियोजना के निर्माण एवं लालढ़ांग- चिल्लरखाल वन मोटरमार्ग के विशेष पुनरुद्वार के लिए स्टैंडिंग कमेटी राष्ट्रीय वन्यजीव बोर्ड की ओर से स्वीकृति प्रदान की गई है.
उन्होंने कहा कि जुलाई 2025 से दिसंबर 2025 तक वन भूमि हस्तांतरण के 56 प्रस्तावों के वाइल्ड लाइफ मैनेजमेंट प्लान स्वीकृत किए गए हैं. जबकि, 29 प्रस्तावों पर अनापत्ति प्रमाण पत्र जारी किए गए हैं. वन्यजीवों की ओर से मानव मृत्यु के प्रकरणों पर अनुग्रह राशि 6 लाख से बढ़ाकर 10 लाख की गई है.
इसके अलावा 32 वन प्रभागों के अंतर्गत मानव-वन्यजीव संघर्ष पर तत्काल कार्रवाई के लिए 93 क्यूआरटी का गठन किया गया है. पिथौरागढ़, चंपावत और रुद्रप्रयाग में वन्यजीव रेस्क्यू सेंटर की स्थापना के लिए केंद्रीय चिड़ियाघर प्राधिकरण को प्रस्ताव भेजने की भी स्वीकृति दी गई है.
