प्रदेश में फॉरेस्ट गार्ड भर्ती परीक्षा का नोटिफिकेशन जारी होने के बाद से ही यह विवादों के घेरे में है।
प्रदेश में फॉरेस्ट गार्ड भर्ती परीक्षा का नोटिफिकेशन जारी होने के बाद से ही यह विवादों के घेरे में है। परीक्षा का दो बार नोटिफिकेशन जारी हुआ। कई बार नियम बदले। अब अंतिम विवाद परीक्षा का पेपर लीक होने पर है। चार साल से हो रही इस भर्ती परीक्षा के लिए करीब डेढ़ लाख युवाओं को रिजल्ट का इंतजार है।
पहला विवाद : केवल साइंस वालों को मौका:
उत्तराखंड अधीनस्थ सेवा चयन आयोग ने इस भर्ती का पहला नोटिफिकेशन तीन अगस्त 2017 को जारी किया था। इसके तहत जैसे ही ऑनलाइन आवेदन शुरू हुए तो शैक्षिक योग्यता को लेकर विवाद हो गया। इस भर्ती के लिए केवल वही युवा आवेदन कर सकते थे, जिन्होंने 12वीं की परीक्षा साइंस या एग्रीकल्चर में पास की हो।
उत्तराखंड बेरोजगार महासंघ ने इसके विरोध में आंदोलन शुरू कर दिया। उनका कहना था कि सरकार और आयोग ने आर्ट विषयों से 12वीं पास करने वालों के साथ बेगाना व्यवहार किया है। आखिरकार आयोग को शैक्षिक योग्यता का नियम बदलना पड़ा।
दूसरा विवाद : हाईकोर्ट ने लगाई रोक:
फॉरेस्ट गार्ड भर्ती परीक्षा पर इसी साल जनवरी में हाईकोर्ट ने रोक लगा दी। दरअसल, वन आरक्षी संघ के अध्यक्ष ने हाईकोर्ट में याचिका दायर की थी। उन्होंने कहा था कि वन विभाग की भर्ती नियमावली 2016 के तहत नए पदों में से 66 प्रतिशत पद प्रमोशन से भरे जाने चाहिए और बाकी पद सीधी भर्ती से।
जबकि आयोग ने सभी पदों पर सीधी भर्ती का नोटिफिकेशन जारी किया है। नियमावली में यह भी प्रावधान है कि 10 साल तक संविदा पर सेवा देने वालों को 66 प्रतिशत के क्राइटेरिया में जगह दी जाएगी। आखिरकार हाईकोर्ट ने इस पर रोक लगा दी थी। बाद में रोक हटी तो दोबारा प्रक्रिया शुरू की गई।
तीसरा विवाद : पेपर लीक:
अब परीक्षा का तीसरा विवाद पेपर लीक को लेकर है। आरोप लग रहे हैं कि आयोग ने जो परीक्षा कराई है, उसमें पेपर लीक हुआ है। एसआईटी ने इसकी जांच करने के बाद अधीनस्थ सेवा चयन आयोग को रिपोर्ट सौंप दी है।
दो बार जारी हुआ नोटिफिकेशन:
फॉरेस्ट गार्ड भर्ती का नोटिफिकेशन अधीनस्थ सेवा चयन आयोग ने दो बार जारी किया। पहला नोटिफिकेशन तीन अगस्त 2017 को जारी हुआ। इसके बाद दूसरा नोटिफिकेशन 18 सितंबर 2019 को जारी हुआ था।
इन नियमों पर उठे सवाल तो हुआ बदलाव:
– भर्ती के लिए साइंस या एग्रीकल्चर से 12वीं पास का नियम बदलकर सभी 12वीं पास के लिए कर दिया गया।
– भर्ती के पहले नोटिफिकेशन में अनिवार्य आयु सीमा 18 से 24 वर्ष रखी गई थी, जिस पर विरोध होने के बाद इसे 18 से 28 वर्ष कर दिया गया।
– परीक्षा के तहत पहले यह तय किया गया था कि फिजिकल टेस्ट होगा और इसके बाद लिखित परीक्षा होगी। बाद में यह नियम बदल दिया गया। अब पहले लिखित परीक्षा हुई है, जिसके बाद फिजिकल टेस्ट होगा।
– पहले तय किया गया था कि फिजिकल टेस्ट में पुरुष अभ्यर्थी को कंधे पर 10 किलो वजन लेकर 25 किलोमीटर की दौड़ और महिला अभ्यर्थी को कंधे पर पांच किलो वजन लेकर 14 किलोमीटर की दौड़ लगानी है। इसका भी विरोध हो गया। आखिरकार आयोग ने भार उठाने का नियम हटा दिया। अब केवल पुरुष अभ्यर्थी को 25 किलोमीटर दौड़ और महिला अभ्यर्थी को 14 किलोमीटर दौड़ का नियम ही रह गया है।
पिछले चार वर्ष से छात्र एक परीक्षा की तैयारी कर रहे हैं। यह परीक्षा बहुत मुश्किलों से आयोजित हो पाई थी। इसके बाद भी परीक्षा भ्रष्टाचार में फंसी है। न रिजल्ट आया है और न ही एसआईटी की जांच सार्वजनिक हुई है। अगर व्यापक स्तर पर भ्रष्टाचार हुआ है तो यह भर्ती रद्द की जाए। एसआईटी जांच रिपोर्ट के आधार पर इसका परिणाम जारी कर देना चाहिए।
