कोर्ट ने करीब 750 शिक्षकों की भर्ती प्रक्रिया को जारी रखने के लिए विशेष अनुमति प्रदान की है।
नैनीताल हाईकोर्ट ने राज्य में प्राथमिक शिक्षकों की भर्ती प्रक्रिया पर लगी रोक को हटाते हुए सरकार को जल्द से जल्द प्राथमिक शिक्षकों की भर्ती प्रक्रिया पूरी करने के निर्देश दिए हैं।
कोर्ट ने साफ किया है कि यह नियुक्तियां याचिका के अंतिम निर्णय के अधीन रहेंगी। कोर्ट ने करीब 750 शिक्षकों की भर्ती प्रक्रिया को जारी रखने के लिए विशेष अनुमति प्रदान की है।
बृहस्पतिवार को कार्यवाहक मुख्य न्यायाधीश रवि कुमार मलिमथ एवं न्यायमूर्ति आरसी खुल्बे की खंडपीठ में मामले की सुनवाई हुई। राजीव सिंह राणा व 40 अन्य ने हाईकोर्ट में याचिका दायर कर कहा था कि नेशनल काउंसिल आफ टीचर्स एजुकेशन ने 2018 में नोटिफिकेशन जारी किया था।
जिसमें शिक्षा की गुणवत्ता में सुधार के लिए बीएड के लिए स्नातक में 50 फीसदी अंको की अनिवार्यता लागू कर दी थी। सरकार ने भी इस शर्त को रूल्स में जोड़ दिया था। यह भी तय किया कि नियुक्ति में पहली प्राथमिकता डीएलएड अभ्यर्थी को दी जाएगी और नहीं मिलने पर बीएड अभ्यर्थियों को मौका दिया जाएगा। टीईटी के अंकों के आधार पर मेरिट सूची बनेगी।
आदेश में परिवर्तन के लिए प्रार्थना पत्र दिया था
पूर्व में कोर्ट ने प्राथमिक शिक्षकों की भर्ती प्रक्रिया पर रोक लगा दी थी। दो वर्ष से प्राथमिक शिक्षकों की भर्ती प्रक्रिया रुकी होने व प्राथमिक विद्यालयों में शिक्षकों की कमी को देखते हुए सरकार ने हाईकोर्ट के पूर्व के आदेश में परिवर्तन के लिए प्रार्थना पत्र दिया था।
सुनवाई के दौरान सरकार ने कहा कि अंतरिम रोक की वजह से नियुक्ति प्रक्रिया बाधित हुई है। पक्षों की सुनवाई के बाद हाईकोर्ट की खंडपीठ ने शिक्षा विभाग को आदेश दिया है कि वह कम से कम समय में शिक्षक भर्ती प्रक्रिया को पूर्ण करे, क्योंकि विद्यालयों में शिक्षकों की भर्ती होना जरूरी है। कोर्ट ने यह भी आदेश दिया है कि ये सभी नियुक्तियां विभिन्न याचिकाओं के अंतिम निर्णय के अधीन रहेंगी।
