राज्य बने 17 वर्ष होने को हैं। उत्तराखंड राज्य ने 17 वर्षों में क्या पाया, क्या खोया, इसका विश्लेषण जरूरी है। पलायन, बेरोजगारी, बुनियादी सुविधाओं का अभाव, सरकारों द्वारा कल्याणकारी योजनाओं का आधे अधूरे मन से लागू किया जाना, इंफ्रास्ट्रक्चर (रेल, रोड, एयरपोर्ट, पुल, सुरंगे, बिजलीघर, फ्लाईओवर) की भारी कमी, पर्यटन एवं तीर्थाटन विकास, मैदानों में बढ़ती और सिमटती आबादी, खाली होते सीमांत इलाके, शिक्षा का निजीकरण, ठेकेदारी प्रथा को सरकारी विभागों में बढ़ावा, सरकारी विभागों में भ्रष्टाचार, राजनीति में पैसे का अत्यधिक इस्तेमाल, धार्मिक उन्माद का बढ़ना, असहिष्णुता, बढ़ती मंहगाई, विदेशी कंपनियों के आयातित माल पर बढ़ती निर्भरता, प्रदूषित होती नदियां, शहरों में तेजी से बढ़ता अतिक्रमण और प्रदूषण, शहरी क्षेत्रों में खेल के मैदानी का अभाव, सरकारी अस्पतालों की खस्ताहाल स्थिति, पी.पी.पी के नाम पर सरकारी अस्पतालों के निजीकरण की कोशिश, बढ़त अपराध, समाजित सांस्कृतिक मुल्यों का पतन, युवाओं के बीच पनपती कट्टपंथियों विचारधारा, संस्कृति – बोली और भाषा बचाने की जरूरत, स्थाई राजधानी की जरूरत एवं शिक्षा की गुणवत्ता में राज्य के लिए अहम मुद्दे हैं।
- राज्य के दूर दराज के गांव में हर तरह की सुविधाओं का अभाव। अधिकांश आबादी बेहतर शिक्षा, स्वास्थ्य सुविधा, रोजगार और खाद्य सुरक्षा से वंचित।
- राज्य में विद्यालय खोल दिए गए। लेकिन विद्यालयों में हर तरह की बुनियादी सुविधाओं का अभाव।
- घटती छात्र संख्या की वजह से स्कूलों को बंद करने के कुत्सित प्रयासों का विरोध।
- पहाड़ के कठिन जीवन में महिलाओं के सिर से बोझ कम करने एवं महिलाओं को स्वावलंबी बनाने के लिए सार्थक प्रयासों की जरूरत।
- दूर दराज के इलाकों में गर्भवती महिलाओं को प्रसव के लिए अस्पताल ना मिल पाना हमारी नाकामी का प्रतीक है। राज्य की स्वास्थ्य सेवाओं में विस्तार की जरूरत।
- मेडिकल कालेजों की सीटों की संख्या में बढ़ोतरी। नए मेडिकल कालेजों की स्थापना।
- रोजगार के पर्याप्त अवसरों की कमी। निजी क्षेत्र में भी रोजगार के अवसरों का अभाव। राज्य के पहाड़ी इलाकों में किसी तरह के उद्योगों की स्थापना ना हो पाना। रोजगार की तलाश में पहाड़ का युवा घर छोड़ने को मजबूर।
- सरकारी विभागों में सालों से रिक्त पड़े पदों पर नियुक्ति ना होना।
- सरकारी विभागों में भी ठेकेदारी प्रथा से नियुक्ति का प्रचलन। इसके बाद संविदा पर लगे कर्मचारियों का दशकों तक शोषण।
- पलायन पर कोई ठोस नीति का तैयार ना होना।
- पर्यटन की अपार संभावना का दोहन ना हो पाना।
- तीर्थाटन के समुचित विकास के लिए योजनाओं का अभाव।
- मूल निवास प्रमाण पत्र, अस्थाई प्रमाण पत्र, जाति प्रमाण पत्र राज्य की स्थापना से लागू होना चाहिए।
- राज्य की प्राकृतिक संपदा की लूट खसोट और भ्रष्टाचार।
- उत्तराखंड से निकलने वाले नदियों से सीधे 60 करोड़ लोग लाभान्वित होते हैं। राज्य में छोटी जल विद्युत योजनाओं के निर्माण को बढ़ावा। उन योजनाओं में स्थानीय निवासियों को रोजगार।
- राज्य को पर्यावरण संरक्षण एवं जल संरक्षण हेतु ग्रीन बोनस, एवं विशेष आर्थिक पैकेज की केंद्र सरकार से मांग।
- हिमालयी राज्य उत्तराखंड की विशेष परिस्थितियों को ध्यान में रखते हुए उत्तराखंड को टैक्सों में विशेष राहत।
- राज्य के नेशनल हाईवे और स्टेट हाईवे को विशेष योजना के तहत तेज गति से पूरा करने की जरूरत। जिससे पर्यटन और व्यापार आसान बन सके।
- निजी अस्पतालों की मनमानी पर रोक।
- निजी स्कूलों एवं विश्वविद्यालयों की मनमानी पर रोक।
- सस्टेनेबल हिमालन डेवलमेंट पालिसी बनाने की जरूरत।
- उत्तराखंड के आदिवासी चरित्र को देखते हुए केंद्रीय सेवाओं में आरक्षण।
- हर घर तक रसोई गैस पहुचांने की जरूरत।
- मेरा वृक्ष मेरा धन योजना को व्यापक स्तर पर लागू किए जाने की जरूरत।
- पलायन कर चुकी आबादी को अपनी जमीन पर पेड़ लगाने के लिए प्रेरित करने की जरूरत।
- उत्तराखंड में एक और केंद्रीय विश्वविद्यालय की मांग।
- उत्तराखंड में तीर्थयात्रा के लिए आने वाले पर्यटकों को जाम से मुक्ति। यात्रा मार्गो, हरिद्वार और ऋषिकेश में तेज गति से इंफ्राट्रक्चर बनाने की जरूरत।
- हजारों करोड़ के घोटाले में लिप्त उत्तर प्रदेश निर्माण निगम को प्रदेश से बाहर करने की जरूरत। उत्तराखंड में खुद की निर्माण एंजेसी बनाने की जरूरत।
- राज्य बनने के बाद से अब तक सभी घोटाले की जांच, दोषियों को जेल भेजने की जरूरत।
- प्रदेश की राजनीति से हिंसा, अपराधियों और अपराधी प्रवृत्ति के लोगों को बाहर फेंकने की जरूरत।
- सरकारी पदों में नियुक्ति के दौरान पूरी पारदर्शिता और ईमानदारी की जरूरत।
- राज्य के विश्वेविद्यालयों में उत्तराखंड के विद्वानों का वाइस चांसलर जैसे बड़े पदों पर रखने की जरूरत।
- राजधानी के मसले को सुलझाने की जरूरत। जनभावना के अनुरूप गैरसैंण को राजधानी बनाए जाने की जरूरत।
