मुख्यमंत्री त्रिवेन्द्र सिंह रावत ने कहा है कि रोजगार के अवसरों का सृजन राज्य सरकार की सर्वोच्च प्राथमिकता है।
रोजगार सृजन से सम्बन्धित बैठक में मुख्यमंत्री त्रिवेन्द्र ने एमएसएमई, ग्राम्य विकास, ऊर्जा, पर्यटन, कैम्पा, पेयजल, लोक निर्माण, श्रम आदि विभागों की कार्य योजना की समीक्षा की।
मुख्यमंत्री त्रिवेन्द्र सिंह रावत ने कहा है कि रोजगार के अवसरों का सृजन राज्य सरकार की सर्वोच्च प्राथमिकता है। मुख्यमंत्री स्वरोजगार योजना इसमें सर्वाधिक महत्वपूर्ण है। उद्योग, कृषि, औद्यानिकी, सहकारिता, पशुपालन, मत्स्य, पर्यटन, वन, ऊर्जा, आदि विभाग इस दिशा में लक्ष्य निर्धारित कर काम करें। स्वरोजगार के इच्छुक युवाओं को बैंकों से ऋण मिलने में परेशानी न हो। हर विभाग रोजगार सृजन के संबंध में कार्य योजना बनाए।
मुख्यमंत्री त्रिवेन्द्र ने रोजगार सृजन से जुड़े विभागों के प्रमुखों से राज्य में पिछले साढ़े तीन सालों में सृजित किये गये रोजगार एवं स्वरोजगार की सूचना उपलब्ध कराने के निर्देश दिये हैं। उन्होंने रोजगार सृजन से सम्बन्धित विभागीय कार्य योजना भी प्रस्तुत करने के निर्देश दिये हैं।
मंगलवार को सचिवालय में रोजगार सृजन से सम्बन्धित बैठक में मुख्यमंत्री त्रिवेन्द्र ने एमएसएमई, ग्राम्य विकास, ऊर्जा, पर्यटन, कैम्पा, पेयजल, लोक निर्माण, श्रम आदि विभागों की कार्य योजना की समीक्षा की। उन्होंने स्पष्ट निर्देश दिये कि सचिवालय स्तर पर पत्रावलियों का समयबद्धता के साथ निस्तारण किया जाए। मुख्यमंत्री ने शिकायतों के त्वरित अनुश्रवण एवं निस्तारण के लिये मुख्यमंत्री सचिवालय में एक क्विक एक्शन टीम के गठन के भी निर्देश दिये हैं। बैठक में मुख्यमंत्री ने अधिकारियों से रोजगार सृजन के संबंध में सुझाव भी प्राप्त किये।
कैम्पा के माध्यम से हो अधिक से अधिक रोजगार सृजन:
मुख्यमंत्री ने कैम्पा के माध्यम से अधिक से अधिक रोजगार के अवसर सृजित करने के लिये समेकित कार्य योजना बनाने पर बल दिया। इसके लिये इंटीग्रेटेड डिस्ट्रिक्ट प्लान तैयार करने एवं हर दो माह में कैम्पा गवर्निंग बॉडी की बैठक आयोजित करने के निर्देश दिये। जलागम परियोजना, फल पट्टियों के विकास एवं महिला पौधशालाओं के विकास के साथ ही वनों व जंगली जानवरों से बचाव के लिये मानव संसाधनों के उपयोग से हजारों की संख्या में रोजगार व स्वरोजगार के अवसर सृजित हो सकेंगे।
ग्रोथ सेन्टर बनेंगे स्वरोजगार के आधार:
लोकल के लिये वोकल की अवधारणा को साकार करने के लिये स्थानीय उत्पादों एवं हस्त शिल्प को बढ़ावा दिये जाने के निर्देश मुख्यमंत्री ने दिये। एक डिस्ट्रिक्ट एक उत्पाद की प्रभावी कार्य योजना बनाने के साथ ही एसएचजी के माध्यम से टेक होम राशन योजना को इसमें जोड़ा जाय। ड्रेस निर्माण का कार्य भी इसमें शामिल किया जाय। मुख्यमंत्री ने लोकल ग्राम लाइट योजना को कुटीर उद्योग के रूप में संचालित करने पर भी बल दिया, इसके लिये बाजार के विस्तारीकरण पर ध्यान दिया जाना चाहिए। मुख्यमंत्री ने विभिन्न विभागीय योजनाओं के लिये स्वीकृत धनराशि के बोर्ड तैयार कर जनपद एवं विकास खण्ड मुख्यालय पर लगाये जाने के भी निर्देश दिये हैं ताकि आम जनता को जानकारी भी रहे कि किस विभाग को योजनाओं के निर्माण अदि के लिये कितनी धनराशि स्वीकृत की गई है।
कोविड -19 के दृष्टिगत प्रदेश के प्रवेश द्वारों पर भी लगाये जायेंगे सूचना पट्ट:
मुख्यमंत्री ने प्रदेश में आने वाले उद्यमियों, व्यापारियों, पर्यटकों एवं जन साधारण की जानकारी के लिये सूचना पट्ट लगाये जाने के निर्देश दिये हैं जिसमें आवश्यक जानकारी अंकित की जाय ताकि किसी को भी कोई परेशानी न हो। मुख्यमंत्री ने प्रदेश में पर्यटन गतिविधियों को बढ़ावा देने के लिये भी कार्ययोजना तैयार करने को कहा है। राफ्टिंग एवं नौकायन शुरू करने के भी उन्होंने निर्देश दिये हैं।
एमएसएमई एवं मनरेगा के माध्यम से सृजित हों अधिक से अधिक रोजगार:
मुख्यमंत्री ने एमएसएमई एवं मनरेगा के माध्यम से अधिक से अधिक रोजगार के अवसर उपलब्ध कराने के लिये प्रभावी कार्य योजना बनाने को कहा। मुख्यमंत्री ने कहा कि छोटे उद्यमी विभिन्न प्रकार की छोटी योजनाओं के लिये मनरेगा के साथ एमएसएमई का भी लाभ ले सकते हैं जिसमें मुद्रा लोन के साथ ही सब्सिडी की भी व्यवस्था रखी गई है। ग्रामीण क्षेत्रों में मनरेगा के तहत 50 दिन के अतिरिक्त रोजगार सृजन पर भी ध्यान देने के निर्देश मुख्यमंत्री ने दिये हैं।
जल जीवन मिशन को भी जोड़ा जाय स्वरोजगार में:
मुख्यमंत्री ने कहा कि जल जीवन मिशन के तहत अधिक से अधिक स्थानीय युवाओं को रोजगार के अवसर उपलब्ध हो इस दिशा में भी कार्य किया जाय। उन्होंने कहा कि इससे रोजगार सृजन के साथ ही कृषि एवं बागवानी के विकास में भी मदद मिलेगी।
राज्य में शत प्रतिशत साक्षरता के लिये भी बनायी जाये कार्य योजना:
मुख्यमंत्री ने कहा कि कोविड- 19के इस दौर को हमें साक्षरता अभियान से भी जोड़ना चाहिए। इसके लिये फिर से पूरा डाटा तैयार करने के प्रयास किये जाएं। ईच वन टीच वन की व्यवस्था पर भी हमें ध्यान देना होगा। हमारा प्रदेश शत प्रतिशत साक्षर हो इस दिशा में हम सबको मिलकर कार्य करना होगा।
बैठक में पलायन आयोग के अध्यक्ष एस.एस नेगी, मुख्यसचिव ओम प्रकाश, अपर मुख्य सचिव श्रीमती राधा रतूड़ी, श्रीमती मनीषा पंवार, सचिव अमित नेगी, नितेश झा, श्रीमती राधिका झा, दिलीप जावलकर, विशेष सचिव डॉ. पराग मधुकर धकाते, अपर सचिव श्रीमती ईवा आशीष, डॉ. नीरज खैरवाल, डॉ. मेहरबान सिंह बिष्ट सहित अन्य अधिकारी उपस्थित थे।
