मुख्यमंत्री धामी की अध्यक्षता में ग्राम्य विकास एवं पलायन निवारण आयोग की 10वीं बैठक, रिवर्स पलायन पर विशेष जोर..
मुख्यमंत्री श्री पुष्कर सिंह धामी ने आज अपने शासकीय आवास में ग्राम्य विकास एवं पलायन निवारण आयोग की 10वीं बैठक की अध्यक्षता की। बैठक में मुख्यमंत्री ने कहा कि पलायन की समस्या लंबे समय से राज्य के लिए एक बड़ी चुनौती रही है, लेकिन बीते चार–पाँच वर्षों में राज्य सरकार द्वारा उठाए गए ठोस कदमों से रिवर्स पलायन को प्रोत्साहन मिला है।
मुख्यमंत्री ने कहा कि ग्रामीण क्षेत्रों में आजीविका के अवसर बढ़ाने के लिए अनेक योजनाएं लागू की गई हैं। इन योजनाओं के अंतर्गत पात्र लाभार्थियों को ऋण पर अनुदान (सब्सिडी) उपलब्ध कराई जा रही है, जिससे ग्रामीण अर्थव्यवस्था को मजबूती मिल रही है और स्वरोजगार को बढ़ावा मिल रहा है।
उन्होंने अधिकारियों को निर्देश दिए कि प्रदेशभर में प्रवासी पंचायतों का आयोजन किया जाए, जिनमें देश और विदेश में कार्यरत उत्तराखण्ड के प्रवासियों को आमंत्रित किया जाए। इन पंचायतों के माध्यम से प्रवासियों को रिवर्स पलायन से जुड़ी राज्य सरकार की योजनाओं की जानकारी दी जाए और उनके सुझाव भी लिए जाएं।
मुख्यमंत्री ने आयोग के सदस्यों को अन्य राज्यों का भ्रमण कर वहां रिवर्स पलायन को बढ़ावा देने के लिए किए गए प्रयासों का अध्ययन करने तथा पलायन रोकने से जुड़े नवाचारों को अपनाने के निर्देश दिए।
उन्होंने कहा कि त्रियुगीनारायण की तर्ज पर राज्य में 25 नए स्थलों को वेडिंग डेस्टिनेशन के रूप में विकसित किया जाएगा। इन स्थलों पर सड़क, बिजली, पानी, आवास और अन्य मूलभूत सुविधाओं की समुचित व्यवस्था सुनिश्चित की जाएगी, जिससे स्थानीय स्तर पर रोजगार के अवसर सृजित हों।
आयोग के उपाध्यक्ष डॉ. एस.एस. नेगी ने जानकारी दी कि राज्य के ग्रामीण क्षेत्रों में रिवर्स पलायन का सकारात्मक रुझान देखने को मिल रहा है। अब तक 6,282 लोग अपने गांवों में वापस लौट चुके हैं, जिनमें देश के भीतर और विदेशों से लौटे लोग भी शामिल हैं। इनमें से अधिकांश लोग पर्यटन, कृषि एवं लघु उद्योग के क्षेत्र में कार्य कर आत्मनिर्भर बन रहे हैं।
बैठक में आयोग के सदस्यों द्वारा रिवर्स पलायन को और गति देने के लिए कई रचनात्मक सुझाव प्रस्तुत किए गए।
इस अवसर पर सचिव श्री विनय शंकर पाण्डेय, श्री धीराज गर्ब्याल, डॉ. श्रीधर बाबू अद्दांकी, श्री सी. रविशंकर, अपर सचिव श्रीमती अनुराधा पाल, डॉ. मेहरबान सिंह बिष्ट, श्री चन्द्र सिंह धर्मशक्तू, श्री संतोष बडोनी, श्री सुरेश जोशी सहित आयोग के सदस्य श्री अनिल सिंह शाही, श्री दिनेश रावत, श्री सुरेश सुयाल, श्री राम प्रकाश पैन्यूली एवं श्रीमती रंजना रावत उपस्थित रहे।
