मुख्यमंत्री त्रिवेन्द्र सिंह रावत मंत्रियों और विधायकों के साथ 13 फरवरी को राज्य के विकास के लिए हो रहे वैचारिक मंथन की रूपरेखा तैयार करेंगे।
मार्च में प्रदेश सरकार के तीन वर्ष पूर्ण होने जा रहे हैं। इसी क्रम में 13 फरवरी को मुख्यमंत्री आवास में मुख्यमंत्री त्रिवेन्द्र सिंह रावत, मंत्रीगणों एवं विधायकगणों के साथ अब तक हुए विकास कार्यों के साथ ही भावी कार्ययोजना पर गहन मंथन करेंगे। मुख्यमंत्री त्रिवेन्द्र सिंह रावत की पहल पर आयोजित इस कार्यक्रम में प्रत्येक विभाग के कार्यों पर विस्तार से चर्चा की जाएगी। इसमें मंत्रीगणों और विधायकगणों के साथ जनपदवार खुली चर्चा की जाएगी।
मुख्यमंत्री त्रिवेन्द्र ने कहा कि ‘‘इस मंथन से प्राप्त होने वाला अमृत राज्य के समेकित विकास की दिशा व दशा निर्धारित करने में निश्चित रूप में मददगार होगा। जन प्रतिनिधि का दायित्व ही जन सेवा के लिए समर्पित होना है। वैसे तो जनप्रतिनिधियों से सुझाव प्राप्त होते रहते हैं और राज्य सरकार उस पर काम भी करती है। परंतु मंथन कार्यक्रम से एक ही स्थान पर विभागवार और जनपदवार जनप्रतिनिधियों के सुझाव मिलेंगे जिन्हें तत्काल ही संकलित कर राज्य के हित में उपयोग किया जाएगा।’’
‘‘मंथन’’ कार्यक्रम के अन्तर्गत राज्य के अलग-अलग क्षेत्रों की विशिष्ट स्थानीय परिस्थितियों और आवश्यकताओं के अनुरूप विकास की नीतियां तय की जाएंगी। राज्य के समेकित विकास की दिशा व दशा तय करने के लिए विभागीय मंत्रियों द्वारा अपने विभागों से सम्बन्धित उपलब्धियों एवं भावी रणनीतियों पर प्रस्तुतिकरण दिया जाएगा। इस अवसर पर मंत्रीगणों एवं विधायकों के मध्य जनपदवार खुली चर्चा का भी आयोजन होगा। इससे स्थानीय समस्याओं के निराकरण एवं विकास के बहुआयामी प्रयासों के लिये किए गए समेकित प्रयासों की जानकारी उपलब्ध होने के साथ ही भविष्य की योजनाओं के क्रियान्वयन की दिशा में सुझाव भी प्राप्त हो सकेंगे। इस कार्यक्रम में मुख्य सचिव द्वारा सभी मंत्रीगणों एवं विधायकगणों द्वारा दिए गए सुझावों एवं भावी कार्ययोजना का संकलन कर भावी कार्यकयोजना पर प्रस्तुतिकरण भी दिया जाएगा। इन सुझावों के आधार पर विकास की रणनीति तय की जाएगी।
