बिना रोक-टोक स्नान के लिए आए हरिद्वार।
पूर्व मुख्यमंत्री त्रिवेंद्र सिंह रावत की सरकार से उलट तीरथ सरकार चाहती है कि कुंभ में जो आना चाहता है वह बिना रोकटोक आए। कोरोना संक्रमण को देखते हुए पूर्व मुख्यमंत्री त्रिवेंद्र सरकार की कोशिश थी कि लोग कम आएं। इससे भीड़ और कोरोना दोनों का ही प्रबंधन आसान हो जाता।
कोरोना संक्रमण के मामलों में अब इजाफा हो रहा है। इतना होने पर भी अप्रैल के मुख्य स्नान पर्वों पर लाखों लोगों के जुटने की संभावना है। इसी को देखते हुए पूर्व मुख्यमंत्री त्रिवेंद्र ने लोगों के कम से कम आगमन की नीति अपनाई थी। केंद्र की भी मंशा यही थी और इसीलिए कुंभ की अवधि सीमित की गई और आरटीपीसीआर टेस्ट की बात की गई थी।
इसके उलट नए मुख्यमंत्री तीरथ सिंह रावत जोखिम उठाने से परहेज नहीं कर रहे हैं। तीरथ अपनी तरफ से साधु संतों के बीच भी कह आए हैं कि कुंभ भव्य होगा और खुद भी कुंभ के पहले शाही स्नान पर संतों के बीच गए थे। तीरथ सरकार अब श्रद्धालुओं का स्वागत करने की हर संभव कोशिश कर रही है।
अभी हैं कई चुनौतियां, दो स्नान सकुशल गुजर जाने से राहत
नई नीति में सबसे बड़ी चुनौती कोरोना विस्फोट की आशंका से बचने की है। जितने अधिक लोग आएंगे, कोरोना संक्रमण का खतरा उतना अधिक बढ़ेगा। इससे अभी तक हुए दो स्नानों में कोरोना के मामले सामने न आने से सरकार राहत में हैं। इससे पहले एक स्नान में 45 लाख लोग आए थे और महाशिवरात्रि के स्नान में 11 मार्च को 32 लाख लोगों ने स्नान किया था।
लोग आएं, स्नान करें और जाएं, रुके नहीं
सरकार की ओर से भीड़ प्रबंधन की पहली योजना का संकेत खुद मुख्यमंत्री तीरथ सिंह रावत ने रविवार को दिया। उन्होंने कहा कि लोगों से अपील की जा सकती हैं कि वे आएं, स्नान करें, धार्मिक अनुष्ठानों में शामिल हों और वापस लौट जाएं।
यह भी हो सकता है कि मुख्य स्नान पर्वों पर लोगों को एक जगह रुकने न दिया जाए। उनसे कहा जाए कि वे आएं, स्नान करें और जाएं। 12 साल बाद का महाकुंभ है। कोविड को देखते मास्क, दो गज की दूरी, अन्य नियमों का पूरी तरह से पालन किया जाए। नियमों का व्यवहारिक पक्ष देखा जाए।

त्रिवेंद्र सरकार की नीति
1. कुंभ में लोगों का सुविधाएं दी जाएं, लेकिन लोग सीमित संख्या में आए जिससे कोरोना विस्फोट का खतरा कम से कम हो
2. अन्य राज्यों से बसें न लगाई जाएं, स्पेशल ट्रेन न चले
3. कुंभ की अवधि कम से कम हो
4. आरअीपीसीआर टेस्ट भी डिटेरेंट (बाधा) का काम करेगा। टेस्ट की व्यवस्था की जाए। लोग अपने साथ कोरोना नेगेटिव रिपोर्ट लेकर आएं।
तीरथ सरकार की नीति
1. कुंभ में लोगों को सुविधाएं दी जाएं, लोगों के आने पर किसी तरह से बाधा खड़ी न की जाए। कोरोना के मामलों में कमी आ रही है, वैक्सीन का भी प्रभाव पड़ेगा।
2. लोगों की आवाजाही अबाध रखी जाए, बसों की संख्या बढ़ाई जाए।
3. कुंभ की अवधि पर अभी सरकार ने विचार नहीं किया। एक अप्रैल से अधिसूचना लागू होने की संभावना।
4. किसी तरह की बाधा खड़ी न की जाए, आरटीपीसीआर का व्यवहारिक पक्ष देखा जाए। लोगों को मास्क, सैनिटाइजर दिए जाएं।
