उत्तराखंड अधीनस्थ नर्सिंग (अराजपत्रित) सेवा नियमावली में संशोधन से स्टाफ नर्सों के 1238 पदों पर भर्ती का रास्ता साफ हो गया है।
स्वास्थ्य विभाग की ओर से संशोधित नियमावली का शासनादेश जारी होने के बाद जल्द ही दोबारा से भर्ती प्रक्रिया शुरू की जाएगी। नियमावली में एक साल के अनुभव की शर्त खत्म होने से हजारों प्रशिक्षु नर्सों को नौकरी पाने का मौका मिलेगा।
पहली बार उत्तराखंड प्राविधिक शिक्षा परिषद को स्टाफ नर्सों की भर्ती करने की जिम्मेदारी दी गई है। 12 दिसंबर को परिषद ने स्वास्थ्य विभाग के प्रस्ताव के आधार पर 1238 पदों की विज्ञप्ति जारी की थी। 11 जनवरी आवेदन की अंतिम तिथि निर्धारित की गई थी। नर्सिंग सेवा नियमावली के अनुसार स्टाफ नर्सों के लिए 30 बेड के अस्पताल से एक साल का अनुभव की शर्त होने से हजारों अभ्यर्थी आवेदन करने से वंचित थे। इस पर मुख्यमंत्री त्रिवेंद्र रावत ने अनुभव की शर्त हटाने के लिए विभाग को नियमावली में संशोधन करने के आदेश दिए थे।
स्वास्थ्य महानिदेशक डॉ. अमिता उप्रेती ने पांच जनवरी को परिषद को पत्र लिखकर नियमावली में संशोधन होने तक स्टाफ नर्सों की भर्ती प्रक्रिया स्थगित करने को कहा था। इस पर परिषद ने आवेदन प्रक्रिया रोक दी थी। कैबिनेट ने नियमावली में अनुभव की शर्त खत्म कर संशोधित नियमावली को मंजूरी दे दी है। सचिव स्वास्थ्य अमित सिंह नेगी का कहना है कि कैबिनेट ने नर्सिंग भर्ती सेवा नियमावली में संशोधित की मंजूरी दे दी है। जल्द ही प्राविधिक शिक्षा परिषद के माध्यम से भर्ती प्रक्रिया शुरू की जाएगी।
स्टाफ नर्सों के 1238 पदों में 80 प्रतिशत महिला अभ्यर्थियों से भरे जाएंगे। जबकि 20 प्रतिशत पद पुरुष अभ्यर्थियों के लिए हैं। 990 पदों पर महिलाओं और 248 पदों पर पुरुष अभ्यर्थियों का चयन किया जाएगा।
एनआईओएस से डीएलएड वाले भी होंगे शिक्षक भर्ती में शामिल
एनआईओएस से डीएलएड वाले भी अब बेसिक के शिक्षकों की भर्ती में शामिल हो सकेंगे। एनसीटीई (राष्ट्रीय अध्यापक शिक्षक परिषद) के आदेश के बाद सरकार ने एनआईओएस से डीएलएड को बेसिक शिक्षक की शैक्षिक योग्यता के रूप में मान्यता दे दी है। शिक्षा सचिव आर मीनाक्षी सुंदरम की ओर से इस संबंध में आदेश जारी किया गया है।
एनआईओएस से डीएलएड करने वालों को शिक्षक भर्ती के लिए टीईटी करना होगा। शिक्षा निदेशक आरके कुंवर के मुताबिक इसके लिए सभी जिलों को आवश्यक निर्देश दिए जाएंगे, लेकिन भर्ती विज्ञप्ति को संशोधित करने की जरूरत नहीं होगी।
सरकार के इस फैसले से एनआईओएस से डीएलएड करने वालों में जहां खुशी है। वहीं बीएड टीईटी महासंघ की ओर से सरकार के इस फैसले का विरोध किया जा रहा है। महासंघ का कहना है कि एनआईओएस से डीएलएड वाले बगैर प्रवेश परीक्षा पास करके आए हैं।
