प्रदेश सरकार गैरसैंण के विकास का खाका खींचने में जुट गई है।
उत्तराखंड आंदोलन की जनभावनाओं के केंद्र गैरसैंण (भराड़ीसैंण) के राज्य की ग्रीष्मकालीन राजधानी बनने के बाद अब प्रदेश सरकार गैरसैंण के विकास का खाका खींचने में जुट गई है। इसके दृष्टिगत गैरसैंण के मास्टर प्लान के लिए सरकार जल्द ही विशेषज्ञ समिति का गठन करने जा रही है। सरकार का इरादा गैरसैंण में स्मार्ट टाउनशिप विकसित करने का है। विशेषज्ञ समिति इसके लिए वन भूमि हस्तांतरण समेत अन्य मसलों का निराकरण कराएगी। इसके अलावा गैरसैंण के लिए सड़क, रेल व एयर कनेक्टिविटी की दिशा में कदम उठाए जा रहे हैं। गैरसैंण के चारों तरफ 45 किलोमीटर की परिधि में राज्य ग्रीष्मकालीन राजधानी क्षेत्र बनाने पर भी मंथन चल रहा है। इससे आसपास के क्षेत्रों के विकास के दरवाजे भी खुलेंगे।
भौगोलिक लिहाज से राज्य के मध्य में स्थित गैरसैंण को मौजूदा प्रदेश सरकार ने इसी वर्ष मार्च में ग्रीष्मकालीन राजधानी घोषित किया। इसका नोटिफिकेशन होने के बाद अब गैरसैंण के विकास पर ध्यान केंद्रित किया गया है। इसका मास्टर प्लान इस तरह से तैयार करने पर जोर दिया जा रहा कि विकास के अंकुर ऊपर से नीचे की तरफ फूटें। इसी के तहत ग्रीष्मकालीन राजधानी परिसर के साथ ही इसके चारों तरफ 45 किमी के दायरे को ग्रीष्मकालीन राजधानी क्षेत्र घोषित कर स्वास्थ्य, सड़क, पेयजल, शिक्षा समेत अन्य नागरिक सुविधाओं के लिए आधारभूत ढांचा तैयार किया जाएगा। पेयजल के लिए झील की कवायद शुरू हो गई है।
ग्रीष्मकालीन राजधानी परिसर में स्मार्ट सिटी की तर्ज पर एकीकृत व्यवस्थाओं से लैस टाउनशिप विकसित करने की तैयारी है। गैरसैंण को बेहतर कनेक्टिविटी से जोड़ने के लिए कर्णप्रयाग से गैरसैंण तक के हिस्से को ऑल वेदर रोड से जोडऩे की तैयारी है। उधर, शहरी विकास मंत्री मदन कौशिक ने कहा कि गैरसैंण को रेल से जोड़ने पर विचार चल रहा है। उन्होंने बताया कि एयर कनेक्टिविटी के मद्देनजर गैरसैंण में एयर स्टिप के लिए सर्वे हो चुका है।
मुख्यमंत्री त्रिवेंद्र सिंह रावत का कहना है कि गैरसैंण के चहुंमुखी विकास के लिए राज्य सरकार प्रतिबद्ध है। इसके लिए विभिन्न स्तरों पर मंथन चल रहा है। गैरसैंण के मास्टर प्लान को जल्द ही एक्सपर्ट कमेटी का गठन किया जाएगा, जो अन्य पहलुओं पर भी गौर करेगी। नागरिक सुविधाओं के विकास के साथ ही रोजगार, स्वरोजगार के अवसरों के मद्देनजर भी कार्ययोजनाएं तैयार की जा रही हैं।
