Unlock-5: उत्तराखंड सरकार ने जारी की गाइडलाइन।
केंद्र सरकार की तर्ज पर उत्तराखंड सरकार ने भी अनलॉक-5 की गाइडलाइन जारी कर दी है। राज्य में कंटेनमेंट जोन के बाहर के लोगों को 15 अक्तूबर से अधिकतर रियायतें मिलेंगी। शादी विवाह सहित किसी भी तरह के कार्यक्रम व समारोह में अब अधिकतम 200 लोग शामिल हो सकेंगे। अभी तक यह सीमा 100 लोगों की थी। स्कूल-कॉलेज, स्वीमिंग पूल, कोचिंग संस्थान, सिनेमा घर आदि को सशर्त खोलने की छूट दे दी गई है। 15 अक्तूबर से कोचिंग संस्थान जिलाधिकारियों की अनुमति से खोले जा सकेंगे।
बृहस्पतिवार देर शाम मुख्य सचिव ओम प्रकाश की ओर से जारी मानक प्रचालन विधि (एसओपी) में केंद्र सरकार की ओर से जारी की गई गाइडलाइन के अधीन ही अधिकतर रियायतें रखी गई हैं। एसओपी में चारधाम यात्रा का कोई जिक्र नहीं है। स्कूलों के लिए शिक्षा विभाग जबकि कॉलेजों के लिए उच्च शिक्षा विभाग को जिम्मेदार बनाया गया है।
ये दोनों विभाग 15 अक्तूबर से रियायतों के लिए अपने स्तर पर फैसला करेंगे। स्कूल खोलने के लिए शिक्षा विभाग को अलग से एसओपी जारी करनी होगी। ऑनलाइन पढ़ाई को तरजीह मिलती रहेगी। पर्यटकों के लिए राहत को बरकरार रखा गया है।
कंटेनमेंट जोन में 31 तक लॉकडाउन:
एसओपी में यह स्पष्ट कर दिया गया है कि कंटेनमेंट जोन में 31 अक्तूबर तक लॉकडाउन रहेगा। जिला प्रशासन कंटेनमेंट जोन के बाहर राज्य सरकार की अनुमति के बिना कोई प्रतिबंध नहीं लगाएगा।
व्यापारिक प्रदर्शनियों की राह खुली:
एसओपी में व्यापारिक प्रदर्शनियों के लिए भी राह खोली गई है। बिजनेस टू बिजनेस को 15 अक्तूूबर से संचालन की अनुमति दी गई है। इसका मतलब यह हुआ कि थोक विक्रेता और विनिर्माणकर्ताओं व खुदरा व्यापारियों के बीच लेन देन हो सकेगा। इसके लिए वाणिज्य मंत्रालय की एसओपी का पालन करना होगा।
मनोरंजन:
– सिनेमा थियेटर मल्टीपलेक्स 50 प्रतिशत क्षमता के साथ 15 अक्तूबर से खुलेंगे। संचार मंत्रालय की एसओपी का इन्हें पालन करना होगा।
– मनोरंजन पार्क भी खुलेंगे। स्वास्थ्य मंत्रालय की एसओपी का पालन करना होगा।
– शादी व अन्य सामाजिक, शैक्षिक, खेल, मनोरंजन, सांस्कृतिक, धार्मिक, राजनीतिक कार्यक्रमों में अधिकतम 200 लोग शामिल हो सकेंगे।
– बंद हॉल में 50 प्रतिशत की क्षमता का उपयोग किया जा सकेगा। इसमें भी सीमा 200 लोगों को रहेगी।
स्कूल-कॉलेज-खेल:
– 15 अक्तूबर से सशर्त खुल सकेंगे स्कूल-कॉलेज, ऑनलाइन शिक्षा व्यवस्था जारी रहेगी।
– शिक्षा विभाग सभी स्कूलों, शिक्षण संस्थाओं के प्रबंधन, अभिभावकों आदि से बातचीत कर फैसला करेगा।
– छात्र स्कूल जा सकते हैं, लेकिन अभिभावकों की लिखित अनुमति जरूरी होगी।
– सीमित संख्या में छात्र स्कूल जा सकेंगे, शिक्षा विभाग अपनी एसओपी जारी करेगा।
– कोचिंग इंस्टीटयूट को 15 अक्तूबर से खोलने के अनुमति संबंधित जिलाधिकारियों की ओर से दी जाएगी।
– जिलाधिकारी यह फैसला कोचिंग इंस्टीट्यूट के प्रबंधन से बातचीत और स्थिति का आकलन करने के बाद लेंगे।
– उच्च शिक्षा में पीएचडी, विज्ञान एवं प्रौद्योगिकी के स्नातकोत्तर विद्यार्थी प्रयोग के लिए 15 अक्तूबर से कॉलेज जा सकेंगे।
– राज्य विवि व निजी विवि, उच्च शिक्षा विभाग के निर्देश पर केवल कॉलेज जाने की अनुमति केवल प्रयोगात्मक कार्यों के लिए होगी।
– खिलाड़ियों की ट्रेनिंग के लिए खुलेंगे स्वीमिंग पुल। यह खेल मंत्रालय की एसओपी के अधीन होगा।
आवाजाही:
अंतर्जनपदीय आवागमन : राज्य में अंतर्जनपदीय आवागमन के लिए स्मार्ट सिटी की वेबसाइट पर पंजीकरण कराना होगा। किसी को भी क्वारंटीन नहीं होना होगा। कोविड पाए गए तो क्वारंटीन होना होगा।
राज्यों के बीच आवागमन: स्मार्ट सिटी की वेबसाइट पर पंजीकरण कराना होगा। जिला प्रशासन थर्मल स्कैनिंग की व्यवस्था करेगा।
– उत्तराखंड आने वाले पर्यटकों को स्मार्ट सिटी की वेबसाइट पर पंजीकरण कराना होगा।
उत्तराखंड में होटल और होम स्टे में न्यूनतम अवधि के निवास का कोई प्रतिबंध नहीं होगा। होटल होम स्टे में चेक इन से पहले कोविड निगेटिव टेस्ट रिपोर्ट की जरूरत नहीं होगी।
– परीक्षा आदि के लिए बाहर से आने वाले छात्र, अभिभावक व शिक्षक स्मार्ट सिटी की वेबसाइट पर पंजीकरण कराएंगे। उन्हें आरटीपीसीआर टेस्ट नहीं कराना होगा।
– जिला प्रशासन सार्वजनिक परिवहन का संचालन कराएगा। यह सुनिश्चित करेगा कि छात्र, अभिभावक आदि को इसकी सुविधा मिल जाए।
– 15 अक्तूबर से पार्क में जोगिंग या टहलने के लिए 100 से ज्यादा लोग जा सकेंगे, इसके लिए जिला प्रशासन की अनुमति जरूरी होगी।
