मायावती ही नहीं, दुनिया सवाल उठा रही है ईवीएम मशीन पर
क्या ईवीएम मशीन भरोसेमंद है? मायावती ने तो प्रेस कॉन्फ्रेंस कर ईवीएम मशीनों की जांच करने की बात कह दी, पर क्या वाकई ये इलेक्शन रिजल्ट को बदलना इतना आसान है?
लीजिए, चुनाव के नतीजे आ गए और अब आरोप प्रत्यारोप का दौर भी शुरू हो गया है. मायावती ने भी प्रेस कॉन्फ्रेंस कर ये बता दिया है कि नतीजे उनकी समझ के परे हैं और ईवीएम में छेड़खानी हुई है. अब ये पहले का दौर तो है नहीं कि पोलिंग बूथ लूटने की बात कह दी जाए, लेकिन हां हाई-फाई इलेक्शन रिजल्ट के लिए हाई-फाई ईवीएम में छेड़खानी का आरोप तो लगाया ही जा सकता है. खैर, सोशल मीडिया पर भी ये जोक पहले ही वायरल हो रहा था कि ईवीएम में कोई भी बटन दबाओ बीजेपी को ही वोट जाता है. बात चाहें जो भी हो, लेकिन इस बात को नकारा नहीं जा सकता कि ईवीएम में छेड़खानी करने के लिए किसी रॉकेट साइंस की जरूरत नहीं है.
ईवीएम यानी इलेक्ट्रॉनिक वोटिंग मशीन में एक कंट्रोल यूनिट होता है. एक बैलट यूनिट और 5 मीटर की केबल. ये मशीन 6 वोल्ट की बैटरी से भी चलाई जा सकती है. होता कुछ यूं है कि मतदाता को अपनी पसंद के कैंडिडेट के आगे दिया बटन दबाना होता है और एक वोट लेते ही मशीन लॉक हो जाती है. इसके बाद सिर्फ नए बैलट नंबर से ही खुलती है. एक मिनट में ईवीएम में सिर्फ 5 वोट दिए जा सकते हैं.
ईवीएम मशीनें बैलट बॉक्स से ज्यादा आसान थीं, उनकी स्टोरेज, गणना आदि सब कुछ ज्यादा बेहतर था इसलिए इनका इस्तेमाल शुरू हुआ. लगभग 15 सालों से ये भारतीय इलेक्शन का हिस्सा बनी हुई है. ये सब सुनने में तो बहुत अच्छा लगता है, लेकिन ईवीएम मशीनें काफी असुरक्षित भी होती हैं.
क्या-क्या हैं खतरे-
* ईवीएम मशीने आसानी हैक की जा सकती हैं.
* ईवीएम मशीनों के जरिए वोटर की पूरी जानकारी भी निकाली जा सकती है.
* इलेक्शन के नतीजों में फेरबदल किया जा सकता है.
* ईवीएम मशीन इंटरनली किसी इंसान द्वारा भी बदली जा सकती है. इसके आंकड़े इतने सटीक नहीं कहे जा सकते.
ईवीएम मशीनों को हैक करने के लिए कई बार धमकी दी जा चुकी है. सिर्फ भारत ही नहीं कई देशों में ये हुआ है. हैकरों ने ईवीएम रिजल्ट बदलने से लेकर वोटरों की जानकारी जगजाहिर करने तक की घमकी दी है. इसके अलावा, सिर्फ सिक्योरिटी के लिए ईवीएम का इलेक्शन सॉफ्टवेयर भी बदला जा चुका है. हालांकि, इसके बाद भी ईवीएम को हैक करना काफी आसान है.
इन देशों में बैन कर दी गई है ईवीएम-
* नीदरलैंड ने पारदर्शिता ना होने के कारण ईवीएम बैन कर दी थी.
* आयरलैंड ने 51 मिलियन पाउंड खर्च करने के बाद 3 साल की रिसर्च कर भी सुरक्षा और पारदर्शिता का कारण देकर ईवीएम को बैन कर दिया था.
* जर्मनी ने ईवोटिंग को असंवैधानिक कहा था क्योंकि इसमें पारदर्शिता नहीं है.
* इटली ने इसलिए ईवोटिंग को खारिज कर दिया था क्योंकि इनके नतीजों को आसानी से बदला जा सकता है.
* यूएस- कैलिफोर्निया और अन्य राज्यों ने ईवीएम को बिना पेपर ट्रेल के बैन कर दिया था.
* सीआईए के सिक्योरिटी एक्सपर्ट मिस्टर स्टीगल के अनुसार वेनेज्यूएला, मैसिडोनिया और यूक्रेन में इलेक्ट्रॉनिक वोटिंग मशीने कई तरह की गड़बड़ियों के कारण इस्तेमाल होनी बंद हो गई थीं.
* इंग्लैंड और फ्रांस ने तो इनका उपयोग ही नहीं किया.
सुब्रमनियन स्वामी ने भी एक MIT प्रोफेसर के साथ मिलकर ये दिखाया था कि ईवीएम मशीनों को कितनी आसानी से छेड़ा जा सकता है और नतीजे भी बदले जा सकते हैं. तो कुल मिलाकर जो मायावती जी कह रही हैं कि ईवीएम की जांच होनी चाहिए वो शायद इन्हीं सब कारणों से, लेकिन फिर भी इससे ये साबित नहीं होता कि इलेक्शन 2017 में भी ईवीएम से छेड़खानी हुई ही है.
आपने अभी ये सब कुछ पड़ा अब मैं आपको 1 और बात बता दूँ। अगर evm में छेड़खानी हुई है तो सिर्फ up और uk मई ही बीजेपी की पूर्ण बहुमत की सरकार क्यों बनायीं गयी मणिपुर गोवा और पंजाब में क्यों इनका बहुमत नहीं मिला।
